About this opportunity

The Solid Waste Authority of Palm Beach County, Florida, is soliciting proposals for Legislative Representation Services through Request for Proposal (RFP) No. 26-204/JH. The procurement seeks a consultant to provide comprehensive legislative advocacy services in Tallahassee during scheduled, extended, and special State legislative sessions. Key deliverables include monitoring legislative issues, reviewing proposed legislation, developing strategic approaches to support, defeat, or amend pending legislation, and providing regular reports on legislative activities. The contract will have an initial three-year term with an option to extend for an additional three years. A non-mandatory pre-proposal meeting is scheduled for September 12, 2025, with proposal submissions due on October 1, 2025, and a board award meeting set for October 8, 2025. The evaluation will be conducted using a 100-point system, with points allocated as follows: 35 points for firm experience, 25 points for key staff qualifications, 20 points for technical approach, 10 points for price proposal, and 10 points for local preference. Proposers must maintain specific insurance coverages, including comprehensive commercial general liability, automobile liability, workers' compensation, and professional liability.

The solicitation includes a 20% Small Business Enterprise (SBE) subcontracting participation goal, with detailed requirements for good faith efforts and documentation. Proposers must complete various forms demonstrating their commitment to SBE participation, including the SBE Commitment Form and Subcontractor Supplier Participation Schedule. The monthly retainer fee will be negotiated, with the consultant paid for services rendered and invoices submitted monthly. While no incumbent vendor is specified, the RFP emphasizes the importance of local business participation, offering 10 local preference points in the evaluation criteria. Proposers must be authorized and licensed to provide legislative representation services, with the ability to demonstrate expertise in state-level legislative advocacy. The procurement does not specify a precise budget range, but requires proposers to submit a detailed price proposal including a monthly retainer fee and potential hourly rates for additional services. Travel and related expenses will be reimbursed according to Florida Statute 112.061, with the Authority reserving the right to negotiate additional services beyond the core monthly retainer.
