About this opportunity

Central Piedmont Community College is requesting proposals for legislative consultation services under RFP 88-260030-JE, with proposals due August 20, 2026 at 2:00 PM ET and public bid opening at 2:15 PM via phone conference (929-346-6957, Reference: 982 831 374#). Written questions are due August 11, 2026 by 2:00 PM ET.

The scope covers strategic government relations and advocacy services, including legislative monitoring and analysis, tracking and analyzing legislation at federal, state, and local levels, advancing the college's legislative and funding priorities, and arranging meetings with legislators. The vendor must provide detailed annual fee proposals with hourly rate schedules for key staff and dedicated hours specified for each position.

The contract term is one year from the effective date of final contract execution, with the vendor required to begin work within 30 business days of execution. The State reserves the option to renew for up to two additional one-year terms, with written renewal notice required no later than 30 days before the end of each contract term. Following the final active term, the State may extend the contract with vendor concurrence.

Evaluation will be conducted using best-value methodology, ranking proposals in descending order of importance based on vendor experience and qualifications, vendor technical approach, and pricing. The vendor must provide three customer references for similar services and demonstrate financial stability through Attachment G certification. Professional liability insurance of $1,000,000 per occurrence is required, along with general liability, workers' compensation, automobile liability, and umbrella liability coverage as specified in Attachment H.

The vendor must be registered with the North Carolina Electronic Vendor Portal (eVP) and must complete registration with the North Carolina Secretary of State within 10 business days of award notification. All proposals must be submitted electronically via eVP; late submissions are automatically disqualified. The State reserves the right to negotiate with one or more vendors or require a Best and Final Offer based on discussions.
