About this file

This is Addendum 1 to RFP 88-260030-JE issued by Central Piedmont Community College (CPCC) for Legislative Consultation Services, dated August 13, 2026. The addendum responds to vendor questions regarding the scope and nature of consulting services required. The solicitation opening date is August 20, 2026, at 2:00 PM ET. The scope of work encompasses strategic government relations and advocacy services, including legislative monitoring and analysis at federal, state, and local levels, tracking and analyzing legislation, advancing the college's legislative and funding priorities, and arranging meetings with legislators. Key clarifications from the addendum establish that while services may focus on state government affairs, they may also include federal government affairs services. The consultant's role is advisory in nature, with the college president and executive leadership retaining responsibility for active engagement with members of the legislature and legislative staff. Critically, the consultant is not expected to engage in activities requiring registration under North Carolina General Statute 120C (lobbying registration), thereby avoiding compliance complexities related to lobbyist principal and lobbyist registrations.

The addendum clarifies organizational relationships and operational expectations for contract performance. A contract manager designated by the college will serve as the primary point of contact for performance and progress reviews, while a separate customer service point of contact will handle administrative matters such as billing and vendor registration issues. The college will provide a representative to attend Business Review meetings post-award. All proposals must be submitted electronically, and vendors are required to return one properly executed copy of the addendum with their bid response by the solicitation opening date; failure to do so may result in proposal rejection. The contract term is one year from the effective date of final contract execution, with the vendor required to begin work within 30 business days of execution, and the state retains the option to renew for up to two additional one-year terms with written renewal notice required no later than 30 days before each contract term ends.

# Vendor Question College Response 1 Section 5.2, page 15 Are respondents expected to provide both state and federal government affairs services, or may a respondent propose a scope of work limited to state government affairs services?

While there may be a focus on state government affairs, services may be requested for both state and federal government affairs.

2 Sections 5.2 and 5.3, pages 14 and 15

The RFP states that the Consultant’s role is advisory in nature and that responsibility for direct advocacy and engagement with legislators and legislative staff will remain with CPCC. However, Sections 5.2 and

5.3 appear to contemplate direct engagement by the Consultant, including: advocating for CPCC’s interests and advancing its legislative and funding priorities;

liaising with federal and state legislators, Governor’s Office/Executive Branch, and other government agencies and departments; and briefing legislators and stakeholders on CPCC’s legislative and funding priorities. It would be helpful to have further clarity between the intended division of responsibilities between CPCC and the Consultant. Specifically, is the Consultant expected to engage directly with legislators, legislative staff, executive branch officials, federal elected officials, and other public officials for the purpose of advocating for or advancing CPCC’s legislative or funding priorities?

The College president and executive leadership will have the charge of actively engaging members of the legislature and/or members of their staff.

3 Sections 5.2 and 5.3, page

If the Consultant is expected to engage in activities that require registration under N.C.G.S. § 120C, does CPCC anticipate registering with the NC Secretary of State as a lobbyist principal and having the selected Consultant register as a lobbyist on behalf of CPCC?

The consultant is not expected to engage in activities that require registration under

NCGS 120C.

4 Sections 5.2 and 5.3, page

5 6.1, pg. 16 Can you provide examples of items the customer service point of contact may be contacted for (and how these are different than the contract manager)?

6 6.3, pg. 17 Will the procurement entity also attend the Business Review meetings, post award?
