About this opportunity

The Washington Department of Social and Health Services (DSHS) is issuing a sole-source contract to Yale Behavioral Health Consulting Services for specialized consulting to support federal Centers for Medicare & Medicaid Services (CMS) certification and state licensure survey readiness for a new forensic hospital, with capability statements due July 31, 2026 and contract issuance anticipated on or after August 10, 2026. This is a sole-source procurement; DSHS has determined that no other qualified source can meet the specialized requirements.

The scope encompasses consulting and technical assistance for CMS Conditions of Participation certification and The Joint Commission accreditation compliance. The consultant must demonstrate expertise in psychiatric hospital construction requirements and life safety compliance, including review of mechanical, electrical, and plumbing drawings and construction documents aligned with NFPA, FGI, and CMS standards. Deliverables include psychiatric hospital activation support, construction document review, gap analysis, mock survey facilitation, corrective action planning, go-live support, and post-implementation validation. The consultant must have prior experience supporting psychiatric hospital activation and familiarity with Washington state health licensing regulations.

The total contract value for the three-year initial term is $500,664. DSHS retains an option to extend the contract for additional one-year increments up to three years, with each extension offering equal or slightly higher compensation. This contract is required to qualify DSHS for federal Medicare and Medicaid funding for the new forensic hospital facility.
