About this file

This is a Sole Source Legal Notice issued by the Washington State Department of Social and Health Services (DSHS) for specialized consulting services to support federal certification and state licensure readiness for a new forensic hospital. DSHS intends to award a three-year contract to Yale Behavioral Health Consulting Services to provide consultation and technical assistance for Centers for Medicare & Medicaid Services (CMS) Conditions of Participation certification and The Joint Commission accreditation compliance. The contract scope requires the vendor to demonstrate expertise in psychiatric hospital construction requirements and life safety compliance, including review of mechanical, electrical, and plumbing (MEP) drawings and construction documents aligned with NFPA, FGI, and CMS standards. The vendor must also provide experience supporting psychiatric hospital activation, including construction document review, gap analysis, mock survey facilitation, corrective action planning, go-live support, and post-implementation validation. Capability statements addressing these requirements must be submitted within ten working days of the announcement. The contract is expected to be issued on or after August 10, 2026.

The total contract value for the three-year initial term is $500,664. DSHS retains the option to extend the contract for additional one-year increments up to three years, with each extension adding equal or slightly higher compensation to the total contract value. This sole source procurement is justified based on the specialized nature of the requirements and the absence of other qualified sources capable of meeting the state's specific needs for forensic hospital certification and accreditation support. Inquiries regarding the opportunity should be directed to Amel Alsalman at amel.alsalman@dshs.wa.gov.

STATE OF WASHINGTON

Department of Social and Health Services

SOLE SOURCE POSTING

Date 07.17.2026

The Department of Social and Health Services (DSHS), contemplates awarding a sole source contract to Yale Behavioral Health Consulting Services to provide consultation and technical assistance for certification and accreditation compliance with Centers for Medicare & Medicaid Services (CMS) Conditions of Participation for deemed status and The Joint Commission standards.

DSHS requires support to ensure the new forensic hospital achieves CMS certification and The Joint Commission deemed status accreditation. Achieving accreditation signifies compliance with CMS Conditions of Participation, demonstrating the new hospital’s clinical practices, policies, and operations meet national recognized standards for patient safety and quality of care, reducing risk and supporting safe and effective service delivery.

DSHS will enter into a three (3) year contract with Yale Behavioral Health Consulting Services. The contract will be issued on or after Date 08.10.2026 and will continue for a three (3) year initial term. The cost of this three (3) year contract is $500,664. DSHS may opt to extend the contract for an additional three (3) years in one (1) year increments if required. Should DSHS determine to extend the contract, each optional additional one (1) year extension would result in equal (and/or slightly higher) consideration added to the total contract value.

Vendors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within ten (10) working days of this announcement.

Capability statements should address the following state requirements:

1. The vendor possesses subject matter expertise related to construction requirements and life safety compliance specific to psychiatric hospital settings, including the ability to review mechanical, electrical, and plumbing (MEP) drawings, construction documents, specifications, and product data submittals, and evaluate construction progress at both the 50% and 100% completion stages in alignment with NFPA, FGI, and CMS standards applicable to inpatient psychiatric facilities seeking deemed status.

2. The vendor has demonstrated experience supporting activation of a psychiatric hospital, including construction document review, preliminary gap analysis, mock survey facilitation, corrective action planning, go-live support, and post-implementation validation across a multi-year engagement.

In the absence of other qualified sources, it is the state’s intent to make a sole source award of the contract.
