About this opportunity
The Commonwealth of Pennsylvania Department of Environmental Protection is soliciting proposals for Lead Service Lines Technical Assistance services under RFP DEP-RFP006735, with proposals due October 21, 2026, at 9:00 a.m. EDT. This procurement carries mandatory set-asides: bidders must meet Small Diverse Business (SDB) participation at 20% and Veteran Business Enterprise (VBE) participation at 3%, or submit approved Good Faith Efforts waivers for any unmet portions.
The scope covers technical assistance to up to ten eligible public water systems per month, including developing complete service line inventories with particular focus on identifying and documenting lead service lines in compliance with the Lead and Copper Rule Revisions (LCRR), assisting systems through virtual and on-site engagement, developing funding application packages for PENNVEST or other sources for lead service line replacement, providing consumer notifications regarding lead and galvanized service lines, resolving service line discrepancies for systems with incomplete inventories, and implementing community engagement plans.
The contract term runs from the effective date through June 30, 2027, with options to renew for up to four additional consecutive annual terms (through June 30, 2031). Annual unit rate increases of up to 3% may be approved upon written request with justification. Prime contractors must perform at least 50% of the total contract value.
Proposals are evaluated on technical merit (65% weight), cost (35% weight), and domestic workforce utilization (bonus points up to 3%). The selected offeror must achieve a minimum technical score of 75% of available technical points and demonstrate adequate financial capability. An SDB and VBE Goal Information Session is scheduled for September 23, 2026, at 9:00 a.m. ET via Microsoft Teams. All proposals must be submitted electronically through the JAGGAER portal with electronic signature, and proposals remain valid for 120 days or until full contract execution, whichever is later. Direct inquiries to Brady Fries at bfries@pa.gov.
