A 23% Minority and Women-Owned Business Enterprise (MWBE) participation requirement applies, with certified firms required to meet this goal or demonstrate sufficient good faith effort.

The scope encompasses professional janitorial services to DEN's outlying landside properties as detailed in the attached Exhibit A Scope of Work. The contractor furnishes all necessary labor, tools, equipment, and supplies except for equipment and facilities specified as the City's responsibility. The budget and fee structure is organized by the frequency of cleaning offices and other areas in the outlying buildings used by DEN contractors and stakeholders, with pricing submitted separately in Excel format. Proposers must comply with Denver's wage ordinances, including minimum wage and prevailing wage requirements, and maintain comprehensive insurance and security clearance compliance.
Anticipated contract start is April 2027 for an expected duration of approximately three years. Proposals are evaluated on six weighted criteria: Cost Effectiveness & Pricing (25 points), DEN Equity, Diversity, and Inclusion Plan (15 points), Understanding the Project (10 points), Proposed Work Plan and Approach (25 points), Key Personnel and Ability to Respond (10 points), and Company Experience and Qualifications (15 points). Written questions are due August 10, 2026 at 2:00 PM MT through BidNet. Site visit preregistration is required by July 29, 2026.
