About this opportunity

The Bexar County Hospital District, doing business as University Health, is soliciting responses for landscaping and irrigation services through Request for Proposal (RFP-225-11-054-SVC), with a deadline for proposal submission of February 20, 2026. University Health is seeking to award one one-year contract with four optional yearly renewal periods for comprehensive grounds maintenance services at multiple facility locations throughout San Antonio and South Texas, including Business Center III, Deerfield Clinic, Vida, Wheatley, Hamilton Wolfe, and Shaenfield properties. The scope of work encompasses landscaping mulch and annual flower installation at primary sites with 42 annual visits, monthly property cleanup services as needed with prior University Health approval, total mow and brush hogging at full properties, large bulk removal services on a per-occurrence basis, and irrigation winterization where applicable. Pricing must be submitted as a total monthly price for mowing services and per-occurrence pricing for large bulk removal, with all costs for licenses, permits, and authorizations included in proposals. The evaluation criteria allocate 100 maximum points distributed as follows: company background, safety, and quality (65 points); landscaping or irrigation certification (10 points); and pricing and fee sheet (25 points). Prospective respondents are strongly encouraged to attend a pre-submittal conference and site walkthrough, and all vendor questions must be submitted electronically through the Bonfire Hub e-procurement portal by the specified deadline. The awarded contractor must obtain and maintain liability insurance of $1,000,000 per claim and $2,000,000 aggregate, workers' compensation insurance with statutory amounts, and must complete vendor credentialing through Symplr before personnel can access University Health facilities; pricing must remain firm and fixed throughout the contract term and any renewal periods.

University Health reserves the right to award the contract to one or more vendors, with potential award splits by service scope or location, and requires submission of a Good Faith Effort Plan detailing subcontracting opportunities and outreach activities to certified small and veteran-owned business enterprises where available. Respondents must comply with all applicable federal and state regulations, including the Texas Public Information Act, Texas Tort Claims Act with liability caps of $100,000 per person and $300,000 per occurrence, and must certify non-participation in boycotts of Israel and energy companies as well as non-discrimination against firearms. All responses must include signed copies of University Health's Standard Terms and Conditions and State/County Law Amendment, with any exceptions to these terms requiring approval by University Health's Procurement Services Department and Legal Counsel. If the contract award exceeds $250,000, the awarded vendor must submit Form 1295 (Certificate of Interested Parties) as required by Texas House Bill 1295. No specific incumbent vendors, existing infrastructure integration requirements, or contract budget ranges are identified in the solicitation documents; however, the contract structure allows flexibility in award configuration and pricing must be submitted by respondents with proposals due by February 20, 2026.
