About this opportunity
The County of Sonoma is soliciting proposals for as-needed landscaping and grounds maintenance services across multiple County locations through an RFQ to establish Blanket Purchase Order agreements, with proposals due September 25, 2026.
The County intends to establish two separate BPO agreements: one for standard routine and non-emergency landscaping and grounds maintenance services, and a separate Emergency BPO with federally required contract provisions for use during County, State, or Federally declared emergencies or disasters that may qualify for federal reimbursement. Each BPO agreement will be valid for one year with options to extend for two additional one-year periods. Proposers seeking consideration for the Emergency BPO type must complete and submit Attachment E (FEMA Provisions) with their RFQ submittal.
Services are limited to routine maintenance, repair, and operational activities; capital improvements and major construction work are excluded. All work is provided on an as-needed basis with no guaranteed minimum or maximum work volumes. Work will be authorized only through executed BPO Task Order Forms issued under the resulting agreement. Awarded contractors will have no minimum or maximum payment guarantees, and all contracted services remain subject to the availability and appropriation of County funds. When services are required, County departments will develop specific scopes of work and request quotations from one or more contractors holding awarded BPO agreements.
Contractors must be duly qualified and licensed to perform landscaping and grounds maintenance. No estimated contract value or incumbent contractor is identified in the source materials.
Opportunity text
The County of Sonoma is pleased to invite you to respond to a Request for Proposals for As-Needed Landscaping and Grounds Maintenance Services. The County of Sonoma is issuing this Request for Qualifications (RFQ) to solicit responses from all interested, qualified, and licensed contractors to provide As-Needed Landscaping and Grounds Maintenance and Services for various County of Sonoma locations. This RFQ is intended to establish Blanket Purchase Order (BPO) Agreements with contractors that are duly qualified and licensed to perform landscaping and grounds maintenance. Each BPO agreement will be valid for one (1) year with the option to extend for two (2) additional one (1) year periods. The Countys practice is to establish two separate BPO agreements per as follows: 1. Standard BPO for routine, non-emergency landscaping and grounds maintenance services for non-emergency FEMA funded projects. 2. Emergency BPO includes federally required contract provisions for use only during a County, State or Federally declared emergency or disaster events that may qualify for federal reimbursement. Proposer shall complete and return Attachment E FEMA Provisions with RFQ submittal to be considered for the Emergency BPO type agreement. All services will be provided on an as-needed basis, with no guaranteed amount of work. Contracted services are also subject to the availability and appropriation of County funds. Award of a BPO Agreement does not authorize work or guarantee any minimum or maximum amounts to be paid to qualified contractors. When services are required, County departments will develop a scope of work and request quotations from one or more contractors awarded a BPO agreement as a result of this RFQ. Work will be authorized only through an executed BPO Task Order Form issued under the resulting BPO Agreement. The services solicited under any resulting Blanket Purchase Order (BPO) Agreement are limited to routine maintenance, repair, and operational activities. No work that constitutes a "public work" as defined by the California Labor Code, California Public Contract Code, or other applicable law shall be performed under any resulting agreement. Projects involving public works construction, alteration, installation, improvement, rehabilitation, reconstruction, demolition, or repair of public facilities or public improvements shall be procured separately in accordance with applicable public works contracting requirements and County procurement policies. Additionally, the County intends to use this list to establish a prequalified list of Contractors for both Standard BPO and Emergency BPO. Each list will be valid for three (3) years
