About this opportunity
The New York State Office for People with Developmental Disabilities (OPWDD), specifically the Finger Lakes Developmental Disabilities Service Office (FLDDSO), is soliciting bids for a comprehensive kitchen renovation project at the Lakeview IRA located at 3660 Walker Rd in Perry, NY. The procurement is classified as a New York State Public Works project requiring prevailing wages, with a mandatory site visit scheduled for August 19, 2025, at 11:30 AM. Prospective contractors must attend this site visit and provide their New York State Department of Labor registration number and Certificate of Registration to be eligible for bidding. The project involves a complete kitchen demolition and reconstruction, including removing existing cabinets, appliances, and flooring, and installing new kitchen infrastructure following architectural plans by Peter Morse Architectural dated 5/9/2025. Key deliverables include furnishing all labor, materials, disposal services, and site clean-up, with the project to be completed within 90 days of award. Contractors must adhere to strict safety protocols, coordinate with the House Director and Plant Superintendent, and ensure minimal disruption to the residential facility's daily operations. The proposal/bid is due by August 27, 2025, at 8:00 PM, with questions accepted until August 21, 2025, and official responses provided by August 25, 2025.
The contract opportunity is not designated as a Service-Disabled Veteran-Owned Set Aside, and there are no specific restrictions on enterprise types beyond the requirement for New York State Department of Labor registration. Contractors must provide comprehensive insurance coverage, including workers' compensation and liability insurance with minimum limits of $1,000,000 for bodily injury and property damage. While no incumbent vendor is mentioned, the project requires careful integration with an existing residential facility, necessitating meticulous planning and execution. The renovation is part of a broader facility upgrade for a state-operated developmental disabilities residence, with a focus on modernizing the kitchen space while maintaining functionality. Although a specific award value is not disclosed, contractors should be prepared to provide a comprehensive bid that covers all aspects of the renovation, including materials, labor, permits, and compliance with New York State Uniform Fire Prevention and Building Code. The contract will include a one-year guarantee covering parts, materials, and labor, with invoicing to be completed within 30 days of project completion.
