About this opportunity
The City of Lakeland, Florida is requesting proposals for boiler and Heat Recovery Steam Generator (HRSG) contractor services at the McIntosh Unit 5 power plant, with proposals due October 2, 2026 at 2:30 p.m. via the City's OpenGov procurement portal. Questions are due September 25, 2026. The outage window is November 29 through December 19, 2026, with all tools and equipment required to be removed by December 16.
The scope is a turnkey project encompassing replacement of a reheat desuperheater spray liner, packing gland penetration seals, IP drum doors, and turbine drain valves, plus potential general outage repairs on a time-and-materials basis. All work must conform to ASME Boiler Pressure Vessel Codes. The contractor must provide complete documentation including welding procedure specifications, welder and procedure qualification records, material control records, and non-destructive examination reports (MT, PT, UTPA). The contractor supplies all supervision, tools, labor, scaffold, equipment, materials, and expendables except items the City provides, and retains full responsibility for specialized subcontractors including non-destructive testing, machining, and penetration/gland seal services. A Certified Weld Inspector and Authorized Inspector site visits are required. Heat Treatment Date must be provided with the R-1 Report of Repair.
Minimum qualifications include three years of documented experience on similar industrial boiler and HRSG projects within the past five years, three professional references, certificate of insurance with $1 million commercial general liability, $1 million business auto liability, and $2 million excess liability, signed and notarized indemnification and human trafficking affidavits, and W-9 form.
Evaluation criteria are company experience (25 points), key project personnel qualifications (25 points), total evaluated fee proposal (25 points), company Experience Modification Rates for the past three years (15 points), and professional references (10 points). Proposers must submit fixed pricing for all identified work scopes and separate break-out pricing for potential additional repairs identified during inspections, with time-and-materials rates for contract administration only. The City reserves the right to waive technicalities, reject any or all proposals, and award to one or multiple proposers.
