About this opportunity
The City of Newark, New Jersey is soliciting bids for a comprehensive Laboratory Services and Water Testing contract (Bid No. 2024-67) covering a two-year period. The procurement requires a New Jersey Certified drinking water laboratory to conduct extensive water quality testing across multiple locations including distribution systems, reservoirs, water treatment plants, and sample houses. Required testing encompasses a broad range of parameters such as total coliform, e. coli, volatile organic chemicals, synthetic organic chemicals, heavy metals, radiological analysis, and specialized tests like cryptosporidium and giardia. Electronic bids must be submitted through the city's e-Procurement Portal by November 27, 2024, at 10:15 am, with only electronic submissions accepted. The successful bidder must provide sample bottles, labels, preservatives, chain of custody forms, sample pickup, timely analysis reports, and state reporting, with the ability to handle 58 distinct testing line items across various sample locations and preservation requirements.
The contract opportunity appears to have several compliance requirements for potential vendors, including mandatory submission of forms such as Mandatory Equal Employment Opportunity Language, Disclosure of Investment Activities in Iran, and various municipal ordinances related to non-discrimination and ethical business practices. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, vendors must complete comprehensive submission forms detailing business ownership, stockholder information, and potential conflicts of interest. The bid includes a detailed two-year pricing matrix with individual line item pricing, suggesting a potential contract value that would cover extensive water testing services. Vendors must demonstrate capability to provide professional customer service, comprehensive reporting, and potentially utilize sub-contractors for specialized testing. The City reserves the right to adjust sample quantities and award the contract in whole or part, indicating flexibility in the procurement process.
