About this opportunity

Auburn Housing Authority is requesting quotes for labor-only remodeling of Seymour Apartment #1 in Roanoke, Alabama, with quotes due September 3, 2026 at 2:00 p.m. CST. This is a Quotations for Small Purchases (QSP) solicitation requiring site inspection prior to bid submission.

The scope encompasses comprehensive labor-only renovation including demolition, debris removal, and move-in-ready final condition across electrical systems (smoke detectors, light fixtures, outlets, switches, thermostats), cable/communications infrastructure, flooring (VCT tile with baseboards and underlayment), doors and hardware, trim and carpentry, drywall and painting, HVAC systems, kitchen cabinets/countertops/appliances, bathroom fixtures and plumbing, and bedroom work. The contractor furnishes all labor, equipment, tools, supervision, and disposal. Site inspections can be scheduled by contacting Anthony Askew at aaskew@auburnhousingauth.org or 334.740.7587.

Award is made to the responsive and responsible bidder submitting the lowest cost, with pricing held firm and non-escalating. The anticipated project timeline is approximately 12 weeks, with weather delays considered reasonable. A Notice to Proceed will specify the work commencement date.

Pre-award requirements include appropriate business licenses and permits within the City of Roanoke, a bid bond, original certificates of industrial/worker's compensation insurance, general liability insurance naming AHA as additional insured (minimum $1,000,000 per occurrence), automobile insurance ($500,000 combined single limit), state licensing documentation, and business licenses. The contractor must provide E-Verify compliance certification, complete HUD Form 5370-EZ, comply with applicable HUD wage rate decisions, document Section 3 resident participation efforts, and submit client references demonstrating similar work performed within the past three years. The contractor assumes full liability and indemnification for all claims and damages; AHA's liability is limited by Alabama Code 11-93-2.
