About this opportunity

Jefferson Parish Department of General Services in Louisiana is soliciting sealed bids for a three-year labor-only contract to troubleshoot, repair, and replace various roofing and gutter systems parish-wide, with bids due September 29, 2026 at 3:00 p.m.

Bidders must hold Louisiana State Licensing Board for Contractors licenses in Building Construction and/or Roofing and Sheet Metal, Siding and/or Limited Specialty Services. This is a non-public works sealed bid requiring all lines to be bid. The scope includes labor, transportation, supervision, tools, and equipment for shingle, metal, modified bitumen, single ply membrane, built-up membrane, roof coating, and roof caulking systems. Work is performed on an as-needed basis parish-wide with no guaranteed minimum volume or call-out requirements. Time is charged from personnel arrival on-site until departure. Bidders must conduct site inspections and measurements before submitting quotes for each project. All workmanship carries a minimum 90-day guarantee. Jefferson Parish reserves the right to obtain a second opinion on work before approving repairs. The contractor must obtain all required permits from the Jefferson Parish Department of Inspection and Code Enforcement and applicable municipalities at their own expense and must maintain Builder's Risk Insurance at their expense.

Hourly pricing must include labor for inspection and estimation, repair work, incidental equipment, tools, and transportation and travel time. Technicians and helpers must sign in and out on an owner-provided log book with a parish representative; failure to do so may result in non-payment. A Start of Work Conference and written Notice to Proceed from the Department of General Services must occur before work commences. In cases of excessive downtime, Jefferson Parish may issue an additional purchase order not to exceed $10,000 for necessary parts with no markup allowed on dealer invoice costs.

The Q&A forum closes September 22, 2026 at 5:30 p.m. A non-mandatory pre-bid conference is scheduled for September 14, 2026 at 10:00 a.m. at the Jefferson Parish Purchasing Department in Gretna. Bidders must submit corporate resolutions, generic bid affidavits, sealed bid signature pages, and comply with FEMA contract provisions and standard insurance requirements.
