About this opportunity

Miami-Dade County's Department of Housing and Community Development (HCD) is requesting proposals for design, build, finance, operation, and maintenance of the Kline Nunn, Little River Terrace, Little River Plaza public housing sites, and an adjacent County-owned vacant lot as a turn-key mixed-income redevelopment incorporating HUD's Rental Assistance Demonstration (RAD) conversion, with proposals due August 27, 2026 and a mandatory site visit on July 7, 2026 at 10:00 AM.

The scope encompasses approximately 232 existing public housing units across approximately 15.2 acres across three sites, which must be replaced on a one-for-one basis and integrated into a mixed-income development. The developer must complete financial closing within eighteen months of contract execution, implement a phased redevelopment approach prioritizing on-site resident relocation, and achieve full compliance with HUD RAD requirements, environmental standards, and sea level rise resilience measures aligned with a $15 million Florida Department of Environmental Protection grant with a March 31, 2028 expenditure deadline. The developer must identify and secure all project funding from available sources including Florida Housing Finance Corporation Low-Income Housing Tax Credits, State Apartment Incentive Loans, Federal Home Loan Bank programs, New Market Tax Credits, EB-5 financing, and private capital, with no assumption of County funding. Developer fees are capped at nine percent of project costs, with fees exceeding twelve percent permitted only with significant justification and Florida Housing Finance Corporation approval.

The County retains fee ownership and will lease the site to the selected developer under a 99-year ground lease and development agreement subject to approval by the Miami-Dade Board of County Commissioners and HUD. County compensation includes lump sum ground lease payments at closing, share of net cash flow after stabilization, minimum thirty percent of developer fees, and residual participation from capital events. Evaluation is based on 1,500 total points covering technical criteria (1,250 points) addressing project plan, market viability, schedule, experience and qualifications, and financial capability, plus revenue criteria (250 points). The developer must comply with Davis-Bacon wage requirements, Section 3 of the HUD Act of 1968 hiring commitments, and affirmative action requirements for minority businesses and women-owned enterprises. A pre-proposal conference is scheduled for June 24, 2026 at 10:30 AM via Microsoft Teams.
