About this opportunity

Sacramento County is requesting bids on pavement maintenance and repairs at Kiefer Landfill under Contract 4688, with bids due September 10, 2026 at 2:00 p.m. and a non-mandatory pre-bid meeting on August 11, 2026 at 10:00 a.m. at the landfill site in Sloughhouse, California. A valid California Class A contractor's license is required for award. This is a federally-assisted project subject to Davis-Bacon prevailing wage requirements, Title VI non-discrimination provisions, and FHWA compliance obligations.

The scope encompasses clearing and grubbing operations, asphalt cutting and removal (approximately 595 linear feet, 5,460 square feet), subgrade proof-rolling and compaction (8,810 square feet combined), aggregate base placement (40 cubic yards), HMA asphalt concrete pavement (approximately 860 tons), GlasGrid reinforcement installation (18,130 square feet), microsurface seal application (15,000 square feet), concrete pavement placement (4,650 square feet), and striping work. The work includes repairs to Upper and Lower Multi-Purpose Areas, microsurfacing at the landfill entrance, and minor repairs to vaults and manhole covers. The contractor must implement a Water Pollution Control Plan, provide all temporary facilities including field office and dust control, and manage environmental hazards including landfill gas and leachate collection protection. Work hours are 5 a.m. to 8 p.m., seven days per week (excluding holidays), with no lane closures at the entrance between 5 a.m. and 6 p.m. The completion period is 70 calendar days; liquidated damages are $5,000 per day for delays and $50 per minute for non-compliance with lane closure restrictions.

The estimated construction cost is $400,000. Each bid must include a bid bond or certified check equal to at least 10% of the aggregate bid amount. The successful bidder must provide material, labor, and performance bonds, each for not less than 100% of contract price. Award is based on base bid only, with no additive or deductive items considered. Questions are due August 18, 2026 at 4:00 p.m. The apparent low bidder must submit valid California Air Resources Board Advanced Clean Fleets Certificates of Reported Compliance or exemptions by 4:00 p.m. on the Monday following bid opening. Electronic submission is required through the Sacramento County Electronic Bidding Portal.
