About this opportunity

The City of Dallas Department of Transportation and Public Works, in collaboration with the Convention and Event Services department, is requesting Statements of Qualification from civil engineering firms for Construction Management, Engineering, and Inspection services on two separate projects within the Kay Bailey Hutchison Convention Center Dallas project, with SOQs due October 23, 2026 at 1:00 PM CST. A pre-solicitation meeting is scheduled for October 8, 2026 at 9:00 AM CST via Microsoft Teams, and questions are due October 16, 2026 at 5:00 PM CST.

The same consulting firm cannot be selected for both projects. Project A covers piers, pier caps, slab-on-grade, columns, associated roadway construction, and special inspections including fireproofing and enclosure. Project B addresses steel structures, elevated slabs, associated roadway construction, and special inspections. Both projects must be led by engineering firms. Firms with prior involvement in KBHCCD building structure design, planning, evaluation, or preparation of plans, specifications, and estimates are precluded, as are those involved with the vertiport, FAA tower, Jefferson Street Viaduct, and certain named streets.

Each project carries an estimated construction budget of $3 billion. Compensation is structured as a not-to-exceed delivery order based on estimated hours per work category, corresponding loaded rates, and direct expenses for the prime consultant and sub-consultants. Services span pre-construction, construction, and post-construction phases with protocols required to comply with TxDOT and applicable federal requirements for federally funded roadway components.

Evaluation criteria total 100 points: consultant's project approach (15 points), pertinent experience (10 points), capabilities and resources (20 points), project manager qualifications (25 points), current contracts (7 points), litigation history (3 points), and the DRIVE Plan with a Small Business Enterprise goal of 14.89% (20 points). This is step one of a two-step selection process; the City will subsequently request proposals from the most qualified firms. Selected respondents must comply with Form 1295 Certificate of Interested Parties requirements under Texas Government Code Section 2252.908. SOQs must be submitted electronically through the City's Euna portal.
