SCOPE OF WORK
Construction Management, Engineering, and Inspection Services
In 2018, the Convention and Event (CES) department engaged in a multi-departmental solicitation for a development process to determine a path-forward for correcting long-time deferred maintenance of the 2 million-square-foot Kay Bailey Hutchison Convention Center Dallas (KBHCCD). This solicitation led to the development of the KBHCCD master plan and subsequently the selection of the KBHCCD’s owner representative, Inspire Dallas, that is currently coordinating the effort for the KBHCCD design, pre-construction and construction process for Component 1.
The CES/Inspire Dallas led effort has resulted in a minor reorientation of the KBHCCD main structure from what was initially concepted but is progressing towards the construction phase. As such, this solicitation covers Construction Management, Engineering, and Inspection (CMEI) services of the KBHCCD building and associated roadway work.
I. INTRODUCTION, PURPOSE, AND INTENT
The City of Dallas Department of Transportation and Public Works (TPW) (City) in collaboration with the Convention and Event Services (CES) department is seeking Statements of Qualification (SOQs) from experienced civil engineering firms who can demonstrate they have the resources, experience, and qualifications to provide Construction Management, Engineering, and Inspection (CMEI) Services covering two projects-Project A and Project B as follows:
A) Project A: Construction Management, Engineering, and Inspection Services
(CMEI) services for the KBHCCD project located in the City of Dallas (estimated construction budget is $3 B). Project A must be led by an engineering firm. The focus of services to be provided under project A are as follows:
a. All work related to piers, pier caps, slab on grade and columns
b. All work related to roadway construction associated with the KBHCCD building (within the footprint of the building and/or within the immediate vicinity of the building)
c. All other special inspections, including fireproofing, enclosure, etc.
B) Project B: Construction Management, Engineering, and Inspection Services (CMEI) services for the KBHCCD project located in the City of Dallas (estimated construction budget is $3 B). Project B must be led by an engineering firm. The focus of services to be provided under Project B are as follows:
a. All work related to steel structures and elevated slabs
b. All work related to roadway construction associated with the KBHCCD building (within the footprint of the building and/or within the immediate vicinity of the building)
c. All other special inspections, including fireproofing, enclosure, etc.
The city intends to hire a consultant for each of the listed projects (total two (2) consultants). Furthermore, the approximate construction cost estimate is included for informational purposes only. The City reserves the right to cancel this solicitation, adjust or revise the scopes to match funding allocation/availability as needed or as appropriated.
The work to be performed by the firms under this contract consists of providing CMEI services covering construction management, engineering, and inspection operations before, during, and at completion of construction improvements.
This RFQ will allow the City to select engineer firms for specific professional engineering services based on qualifications consistent with Chapter 2254 of the Texas Government Code. The City will request proposals from the firm(s) it deems most qualified. SOQ’s shall address all services listed in this request for qualifications (RFQ), in accordance with the below definitions.
This RFQ is the first step in a two-step process for selecting firms for the provision of the listed categories in Section IV.
1. Step One: City of Dallas staff will analyze and evaluate the Statements of Qualification (SOQ). Based on the evaluation criteria established for each work category, a shortlist of candidates will be developed. The RFQ provides information necessary to prepare and submit qualifications for consideration and ranking by the City.
2. Step Two: In this second step, based on the SOQ ranking results, the City will select the appropriate number of top ranked firms to respond to the RFP. Respondents may be asked to submit additional information for clarification and amplification of their SOQ. The selection committee may interview the respondents and will rank the firms.
After the second step, TPW will then ask for cost proposals from the highest ranked firm and then begin contract negotiations. If negotiations cannot be reached with the highest ranked firm, then the City can begin contract negotiations with the 2nd highest ranking firm.
II. PRECLUSION
The following preclusion conditions apply:
1) Same consulting firm cannot be selected for both Projects A and Project B, but the team should have the capabilities of providing inspection services as noted in Project A and Project B
2) An entity is not eligible to participate in the CMEI component/contracts resulting from this solicitation if that entity has or is participating in the planning, evaluation, design/redesign, including preparation of the plans, specifications, and estimates (PS&E), as well as any services directly or indirectly supporting the following:

Plant (CUP)
b. Future vertiport, FAA tower and associated structures
c. Jefferson St. Viaduct and its associated work
d. Hotel St., Sports St., Memorial St., Ceremonial St., Houston St., Young St., and Cadiz St.
The City will not consider such an entity for an award under this solicitation. In this paragraph, the term “entity” includes firms who are prime providers and sub-providers, including any subsidiaries and affiliates of the identified prime provider and sub-providers. This preclusion does not apply to geotechnical, surveying, environmental, and similar technical services.
