About this opportunity

Northshore School District in Washington is requesting information on K-5 mathematics curriculum materials from qualified publishers and developers via RFI# 2026-09-27, with responses due September 28, 2026 by 10:00 a.m. This is a non-binding information-gathering phase; the District explicitly reserves the right to reject all responses and subsequently issue a formal RFP or IFB based on RFI findings.

The District serves approximately 10,000 K-5 students across 21 elementary schools in King and Snohomish counties and intends to pilot a new K-5 mathematics program during the 2027-28 school year, with full district adoption to follow. Respondents must address eight specification areas: alignment to Washington State K-12 Mathematics Learning Standards and data literacy standards; inquiry-based instructional design using the concrete-representational-abstract framework; differentiation and accessibility including supports for multilingual learners and students with disabilities; manipulatives and physical materials; digital resources compatible with NSD infrastructure; assessment and progress monitoring; teacher support and professional learning; and coherence and usability across grade levels. The District prioritizes research-based materials with cultural responsiveness, bias review, diverse representation, and multilingual learner support.

Proposals must include company information with three references, responses to all specification areas, pilot-program overview, grade-level material samples, evidence of Washington State standards alignment and research-based efficacy data, and pricing structure (requested as Rough Order of Magnitude estimates only). Selected vendors must provide pilot materials at no cost or reduced cost for 2027-28, along with pilot-year professional learning and implementation support. Respondents must submit debarment certification, wage-theft prevention certification under Washington State law (RCW 39.26.160), and bid certification acknowledging receipt of any addenda. Responses are submitted via secure email.
