About this opportunity

Illinois Central Management Services (CMS), in agreement with the Chief Procurement Officer for General Services, is soliciting bids under IFB 27-416CMS-BOPM4-B-53639 to establish a Joint Purchase Master Contract for waste hauling services covering Territory C (Regions 5, 6, and 7), with bids due September 29, 2026. This is an indefinite-quantity master contract enabling governmental units and qualified not-for-profit agencies to procure waste hauling on an as-needed basis.

The scope covers solid waste, yard waste, recycling, and compacting waste hauling services. The vendor must provide all containers and equipment, including 90-gallon totes, dumpsters (1–8 cubic yards), on-demand roll-offs (10–30 cubic yards), single-stream recycling containers, and yard waste removal. Service frequency is determined by end-users, with Saturday pickup available at additional charge. The vendor is responsible for all damages to State property and must maintain records for three years following final payment (five years if Federal funds are used).

The contract term runs January 1, 2027, through December 31, 2029, with a maximum total duration not exceeding ten years including any renewals or extensions. Pricing is estimated rather than firm, submitted through the BidBuy Purchase Order Items Tab.

The vendor must maintain General Commercial Liability insurance of $1 million per occurrence / $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Workers' Compensation Insurance as required by law. The State must be named as additionally insured. The vendor must comply with prevailing wage requirements and submit annual veteran hiring and contract-usage reports to CMS.

Bids must remain firm for 180 days from opening. The State intends to award by region with the possibility of multiple awards. No bid or performance bonds are required. Questions are due in writing 72 hours before bid opening. A non-mandatory pre-submission conference is noted on BidBuy. The State will evaluate based on responsibility, responsiveness, and lowest price. A $15 Minority Contractor Opportunity Initiative fee applies to awarded contracts of $1,000 or more.
