About this opportunity
The State of Illinois Central Management Services (CMS) in cooperation with the Chief Procurement Officer for General Services is requesting bids to establish a Joint Purchase Master Contract for real estate appraisal services by county under IFB B-53445, with bids due August 20, 2026. Multiple awards are anticipated—specifically, the state will award a Primary Vendor at 60 percent of estimated value and a Secondary Vendor at 40 percent in each county.
Bidders must possess a General Real Estate Appraiser State of Illinois certification and an MAI designation, either personally or through a subcontractor; failure to hold these qualifications renders a bid non-responsive. Vendors must maintain current State of Illinois appraiser certification, general commercial liability insurance of at least $1 million per occurrence, $1 million auto liability, and workers' compensation insurance as required by law. Vendors are responsible for all employee transportation costs with no mileage reimbursement.
The scope encompasses real estate appraisals, appraisal reviews, real estate market research and data analysis, and general real estate valuation assistance performed entirely within Illinois in compliance with the Uniform Standards of Professional Appraisal Practice (USPAP) and prevailing wage requirements established by the Illinois Department of Labor. Work is performed on an as-needed basis for governmental units and qualified not-for-profit agencies statewide.
The contract term runs from execution through March 23, 2030, with a maximum total term not exceeding ten years including renewals or extensions. The contract is an indefinite-quantity vehicle with estimated pricing and no specified maximum total contract amount; funding is contingent on appropriated funds and subject to termination if appropriations become insufficient. Subcontractors with annual contract values exceeding $100,000 require prior written approval and must complete Standard Illinois Certifications. Bids must remain firm for 180 days from opening. Vendors must submit all required documents electronically through BidBuy, including Illinois appraiser certification, MAI designation documentation, vendor disclosures, and the offer to the state. A $15 fee is required for the Minority Contractor Opportunity Initiative for contracts awarded at $1,000 or more.
