About this opportunity

The Louisiana Office of State Procurement is requesting bids on behalf of the Louisiana Department of Wildlife and Fisheries for the Johnson Bayou Cultch Project—the furnishing and deployment of 31,500 tons of oyster cultch material to restore oyster habitat in St. Bernard Parish—with bids due August 18, 2026 at 10:00 AM Central Time, and written questions due by August 4, 2026.

The scope requires delivery and placement of cultch material (oyster shell, clam shell, limestone, granite, marble, concrete, or other approved calcium carbonate materials) sized between 1 and 4 inches along the shortest axis to a 200-acre deposition area within the Public Oyster Seed Grounds. Clean oyster shells from northern Gulf of America locations receive a 10% weighted preference in cost evaluation. LDWF reserves the right to adjust the total tonnage by up to 25% (approximately 7,800 tons) based on available funds. Material must be free of plastics, trash, excessive dirt, hazardous substances, and environmental contaminants. Work must commence no earlier than official sunrise September 8, 2026, and be completed by official sunset March 12, 2027. The contractor is responsible for all transportation via vessels with maximum 4-foot drafts, material handling, placement, and coordination with LDWF. Liquidated damages of $1,000 per day are assessed for delays beyond 60 calendar days from the mutually agreed commencement date.

Bidders submit lump-sum prices on the provided price sheet under one of three options based on material composition. Award is made to the lowest overall cost per ton, with oyster shell material weighted by 10% in cost calculations. All bids of $50,000 or more require 5% bid security (surety bond, bank money order, certified or cashier's check) and a valid Louisiana Contractors' License Number in Heavy Construction and/or Coastal Restoration and Habitat Enhancement classification. Bid prices must remain firm for 30 days and, if accepted, for the entire contract term. Upon award, the contractor must provide Performance and Labor & Materials Payment Bonds equal to 100% of contract value. Progress payments are 90% monthly with 10% final payment 45 days after acceptance. All insurance policies must carry an A.M. Best's rating of A-:VI or higher. Jobsite visits are recommended but not required; interested vendors should contact Ty Lindsey at (225) 765-2387 to schedule.
