About this opportunity

Hillsborough County is announcing a sole-source procurement for three John Deere 4075R tractor attachments (one tandem disk harrow, one rotary cutter, and one rotary tiller) from EFE, Inc. d/b/a Everglades Equipment Group, with the challenge deadline of October 20, 2026. This procurement is closed to competitive bidding under Section 3-205(2)(e) of the County's Procurement Policy because EFE is the sole authorized John Deere dealer for agricultural and turf products, parts, sales, and service in Hillsborough County, and John Deere confirms that genuine products are sold exclusively through its authorized dealer network.

The attachments will be used by the Conservation and Environmental Lands Management Department to maintain County conservation sites and are required to operate with the County's new John Deere 4075R tractors. This is a one-time purchase with an estimated cost of $17,175.00 and no contract term or renewal options.

Contractors who believe they can provide the identified proprietary goods or who contest the sole-source justification must submit clear and convincing information challenging the intended award through the EUNA Procurement system by October 20, 2026. The County will review any properly submitted challenges solely to determine whether bona fide competition exists and whether to conduct a competitive solicitation instead. Absent valid challenges, the award will be made after the close date.

The County reserves the right to extend the time period, adjust the scope of services in response to changing conditions and updated requirements, and increase the award accordingly.

Hillsborough County intends to recommend the award of a sole source procurement to EFE, Inc. d/b/a Everglades Equipment Group for the purchase and delivery of three John Deere 4075R tractor attachments consisting of one tandem disk harrow, one rotary cutter, and one rotary tiller for use by the Conservation and Environmental Lands Management Department to maintain County conservation sites for a one-time purchase at an estimated cost of $17,175.00. Contractors who are able and interested in providing all the identified proprietary goods must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the "submission" section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
