About this opportunity
Williamson County, Texas, is requesting competitive sealed responses for Job Order Contracting general contractor services to support the Facilities Management Department through RFCSP 26RFCSP49, with responses due July 2, 2026, at 10:00 AM CST and a mandatory pre-solicitation conference on June 18, 2026, at 9:00 AM CST in Georgetown. The County intends to award up to four JOC contracts through this solicitation.
JOC contractors will perform minor construction, repair, rehabilitation, and alterations across approximately 100 County buildings, facilities, and surrounding properties on an as-needed task-order basis. Individual task order budgets are expected to range from $25,000 to $500,000, with a maximum not-to-exceed contract amount of $2 million per year. The JOC Agreement term is two years (Base Term) with an option for three additional one-year renewal options, contingent on appropriation of funds by the Commissioners Court.
Pricing is established through Coefficient Multipliers applied to the R.S. Means Facilities Construction Cost Data Book Unit Price Book, with separate multipliers for Normal Working Hours (Monday–Friday, 7:00 AM–6:00 PM) and Non-Normal Working Hours. Successful respondents must maintain current subscriptions to the Unit Price Book, comply with prevailing wage requirements under Texas Government Code Chapter 2258, provide payment and performance bonds, maintain comprehensive insurance coverage, and submit a sample safety plan.
Evaluation criteria are weighted as follows: Coefficient Multiplier pricing (40 points; 85% Normal Working Hours, 15% Non-Normal Working Hours), references and JOC experience with regional public agencies (25 points), construction services and technical expertise (20 points), response completeness (5 points), and responsiveness to County needs (10 points). The County reserves the right to reject any or all responses, cancel the solicitation, or award contracts in any combination, and does not guarantee a minimum or maximum amount of work to any awarded contractor.
