PURPOSE
Williamson County, Texas, herein “County”, is seeking Responses through this Request for Competitive Sealed Responses (RFCSP) from interested qualified firms (Respondents) to provide Job Order Contracting (JOC) construction services for the County’s Job Order Contracting Program (JOC Program) for the Facilities Management Department. The County seeks to award up to four (4) Job Order Contracts through this solicitation.
JOCs have become widely accepted and utilized throughout the public sector. JOC is an innovative, performance-based contracting technique, created for facilities maintenance and construction-related services. JOC can obtain greater contractor performance in relation to smaller projects in a cost-effective and timely manner. The JOC Program utilizes individual Task Orders on an as-needed basis, under one or more indefinite delivery, indefinite quantity contracts with Job Order Contract Contractors (JOCC). JOCCs perform minor construction, repair, rehabilitation and/or alterations of facilities and buildings and/or the surrounding property, parks, trails, and other projects of interest to the County.
The County currently owns and operates approximately 100 buildings that may require a variety of minor construction, repair, rehabilitation or alteration services. As a facility need is identified, the County may request a quote from a pre-qualified JOCC. The JOCC shall review the scope of work and provide pricing for an issued request for a quote and a schedule of work to be accomplished. Quotes will be established and further negotiated using approved line-item pricing and agreed upon quantities. If the quote and resulting Task Order is approved as required by Williamson County staff or the Commissioners’ Court a Notice to Proceed (NTP) shall be granted.
In compliance with Texas Government Code 2269, this solicitation is for selecting and awarding multiple JOC contracts. The County intends to award up to four (4) JOC contracts to create a pre-approved pool as a result of this RFCSP; however, the number of pre-approved awarded contracts will depend on the number of Responses received and the evaluation results. The County does not guarantee the number of projects, Task Orders or the dollar values of the projects allocated for each JOC contract. For each JOC contract awarded, projects budgets are expected to range from $25,000 to $500,000 per Task Order, with a maximum not to exceed contract amount of $2,000,000.00 per year during the Base Term or Option Year.
The successful Respondent(s) must meet all requirements of this solicitation, maintain all required trade licenses, insurance coverages, bonding, and comply with all federal, state, and local laws and mandates related to the services specified.

To determine the price for any work performed pursuant to the JOC Agreement, Coefficient Multipliers shall be applied to the unit prices found in the UPB for Pre-Priced Items. Before beginning work, the County and the JOCC shall agree to the line-item breakout from the UPB for Pre-Priced Items and the price out of the Non-Pre-Priced items of the work, which shall include all JOC cost items that would otherwise be included in the Coefficient Multiplier used for Pre-Priced Items, and submit its pricing, along with all supporting documentation, reflecting JOC’s truthful and anticipated costs for the Non-Pre-Priced Items of the Work. The Pre-Priced Items with application of the Coefficient Multipliers and Non-Pre-Priced Items shall yield a not-to-exceed price inclusive of material, equipment and/or labor, performed during Normal Working Hours and/or Non-Normal Working Hours for the scope of the project. pg. 7 Version February 6, 2026 26RFCSP49 - Job Order Contracting General Contractor
TYPES OF TASK ORDERS
Minor Construction: Work may include but not be limited to repairs, rehabilitation, alterations, and minor forms of construction. The demolition and construction to be within or on County owned existing facilities, buildings, leased properties or land.
New Construction: Preparatory site work and construction of entirely new structures or significant extensions to existing structures whether the site was previously occupied.
Repairs: Work that includes the reparation of broken or malfunctioning systems and equipment, components or sub-components of a building, such as doors, electrical outlets, plumbing, flooring, sheetrock, air conditioning systems, etc.
Rehabilitation: Work involving the restoration of an office, floor, system or component of a system to restore functionality.
Alteration: Work that involves extending a wall, upgrading lighting fixtures, installing a door where one did not exist, replacing flooring or other building enhancements.
COEFFICIENT MULTIPLIERS
The Respondent’s Coefficient Multipliers shall be considered the Respondent’s Price Response for this solicitation as outlined in APPENDIX B. Respondent’s Coefficient Multiplier is a numerical value, to three (3) decimal places, that the Respondent proposes as its multiplier to the UPB.
The Coefficient Multipliers shall be applied in the following manner:
1. UPB: The UPB contains unit prices for various construction tasks, typically representing “bare costs” (labor, material, and equipment) without overhead and profit.
2. Coefficient Multipliers: Respondent’s Coefficient Multipliers will cover overhead, profit, and any other costs that are not included in the UPB. There will be two separate Coefficient Multipliers for Pre-Priced Items, with one Coefficient Multiplier being for Normal Working Hours and the other Coefficient Multipliers being for Non-Normal Working Hours. The Coefficient Multiplier amounts are a maximum of what can be proposed; provided, however, Respondents may, if awarded a contract, reduce the Coefficient Multipliers amounts used for work in a particular Task Order.
3. Location Factor: The Location Factor is the numerical factor that is to be applied to the sum of the Pre-Priced Items to adjust the price to the geographical location of County’s projects and the work. The Location Factor for the JOC Agreement shall be the “Location Factor – Total” value set forth in the UPB for Austin, Texas.
pg. 8 Version February 6, 2026 26RFCSP49 - Job Order Contracting General Contractor
4. Calculating Pre-Priced Items of the Project Cost: The final price for Pre-Priced Items for a specific project is calculated by multiplying the sum of the line items in the project's price Response by the applicable Coefficient Multipliers, whether it be for Normal Working Hours or Non-Normal Working Hours.
For example, the formula for Pre-Priced Items for Normal Working Hours is as follows:
(UPB line-item cost x quantity) x Coefficient Multiplier for Normal Working Hours.
Pre-Priced Item Estimate Example
If a unit of material in the UPB costs $100 per unit, the estimate is 1.5 units and the JOCC’s Coefficient Multiplier is 20% for Normal Working Hours, the total price for that material would be:
$100 x 1.5 Units = $150.00 x 1.2 Coefficient = $180.00
The Coefficient Multipliers shall include but not be limited to:
1. Indirect costs: Includes general and administrative costs, insurance, and bonding.
2. Overhead and profit: Represents the JOCC and their subcontractors' overhead and profit margins.
3. Other factors: Can also include costs like protective clothing, equipment rental, and sometimes costs associated with changes in labor rates or material costs that are not adjusted in the UPB.
NOTE: To determine the final project costs for a Task Order, the JOCC will price out the Non-Pre-Priced Items of the work, which shall include all JOCC’s cost items that are not susceptible to unit pricing using the items listed in the Unit Price Book, and submit its pricing, along with all supporting documentation, reflecting JOCC’s truthful and anticipated costs for the Non-Pre-Priced Items of the work.
SAFETY PLAN
Respondents shall submit a sample safety plan for consideration and scoring for this solicitation.
The JOCC shall submit to Couty, within fifteen (15) calendar days following a Task Order contract award, a Safety Plan. Said Safety Plan must address all aspects of the JOCC’s safety procedures, including responsibility for OSHA compliance, drug testing, trend analysis, corrective action and interface with County representatives. Failure to submit the Safety Plan will result in County until the Safety Plan is submitted and approved by the County.
PROJECT MANAGER
The JOCC’s Project Manager shall be knowledgeable in multiple disciplines including, but not limited to, electrical, mechanical, HVAC, paving, landscaping, painting, roofing and plumbing.

DISPOSAL OF WASTE
The JOCC shall manage, contain and dispose of all waste material that is a result of the project and normally generated during construction.

pg. 11 Version February 6, 2026 26RFCSP49 - Job Order Contracting General Contractor
The extension of the JOC Agreement after the Base Term will be contingent on the appropriation of necessary funds by the Commissioners Court for the fiscal year in question. Upon the failure of the Commissioners Court to appropriate sufficient funds in any year, the JOCC may elect to terminate the JOC Agreement, with no additional liability to the County. The County and the Successful Respondent agree that termination of the JOC Agreement shall be the Successful Respondent's sole remedy under this circumstance.

Total 100
pg. 15 Version February 6, 2026 26RFCSP49 - Job Order Contracting General Contractor
Weighting of Coefficient Multipliers: The weighting for points to be awarded for Respondent’s Coefficient Multipliers proposal shall be as follows:
85% for Respondent’s Normal Working Hours Coefficient Multiplier; and
15% for Respondent’s Non-Normal Working Hours Coefficient Multiplier.
Non-Pre-Priced Items will not be factored in the weighted score.
The above percentages will be applied to each Coefficient Multiplier and then added together to create the Weighted Average Coefficient Multiplier.
As an example:
Normal Working Hours Coefficient Multiplier of 1.200 (1.200 * .85) = Weighted 1.020
Non- Normal Working Hours Coefficient Multiplier of 1.330 (1.330 * .15) = Weighted .200
Weighted Average Coefficient Multipliers For Evaluation Purposes (1.020 + .200) = 1.220
Scoring Formula For Coefficient Multipliers: The scoring formula for each Respondent’s Coefficient Multipliers Score shall be as follows:
Lowest Coefficient Multipliers Weighted Average/Respondent's Coefficient Multipliers Average X 40 Points = Points Awarded to Respondent for its Coefficient Multipliers Score
Example:
Respondent: Coefficient Multipliers Proposal Average:
Calculation: Points Awarded:
A (Respondent with Lowest Coefficient Multipliers Average)
1.220 1.220 / 1.220 x 40 40
B 1.300 1.220 / 1.300 x 40 37.54
C 1.322 1.220 / 1.322 x 40 36.91

Any such relationship that might be perceived or represented as a conflict of interest must be disclosed. Failure to disclose any such relationship or reveal personal relationships with the County employees or officials may be cause for termination.

CERTIFICATE OF INTERESTED PARTIES – FORM 1295
Texas law requires all parties who enter into any contract with the County, which must be approved by Commissioners Court, to disclose all interested parties. An “interested party” is defined as a person who has a controlling interest in a business entity with whom a governmental entity or state agency contracts or who actively participates in facilitating the contract or negotiating the terms of the contract, including a broker, intermediary, adviser, or attorney for the business entity.
Before an applicable Contract may be executed, the Respondent must file the Form 1295 with the Texas Ethics Commission (TEC) through the Commission’s website. See the links below for more information. The Respondent must then supply to the County with a signed copy of the Form 1295 at the time the Respondent signs and/or submits a signed contract to the County.
