About this opportunity
The Purchasing Cooperative of America (PCA), administering on behalf of the City of O'Donnell, Texas, is requesting proposals for job order contracting and related items under RFP OD-448-26, an IDIQ contract with proposals due July 28, 2026 at 11 a.m. CT. This is a cooperative purchasing vehicle serving PCA Members—municipalities, counties, school districts, higher education institutions, and non-taxed non-profits across multiple states and U.S. Territories—not a single-entity procurement.
PCA encourages participation from historically underutilized businesses (HUB), minority and women-owned business enterprises (MWBE), veteran-owned small businesses (VOSB), and small business enterprises (SBE) as primes and subcontractors, though no set-aside or participation goal is specified.
The scope covers job order contracting and related items supplied on a national, statewide, regional, or local basis. Vendors must submit detailed pricing in spreadsheet format or provide directions to an online catalog. For commodity and most service contracts, the initial term is one year with four optional one-year renewals; for construction-type and trades contracts, the initial term is two years with three optional one-year renewals, both at PCA's sole discretion. The maximum annual aggregate contract price is $100 million per PCA Member per year, subject to increase at renewal or upon request. Multiple awards may be made if advantageous to the membership.
Evaluation is scored on 110 points: qualifications and experience (20 points), products/services offered (20 points), performance capability (20 points), references (15 points), pricing (25 points), value-add products/services (7 points), and certifications (3 points). Questions are due July 21, 2026 at 11 a.m. CT and must be submitted through the Euna platform. An optional pre-proposal meeting was held July 7, 2026. Anticipated award notifications are October 2026. PCA charges an administrative fee calculated as a percentage of gross sales minus pass-through costs (specialty insurance, taxes, bonds, delivery costs).
