About this opportunity
The County of Orange, California, acting through John Wayne Airport, is requesting competitive bids on a Job Order Contract for Electrical Services with bids due October 2, 2026, and a mandatory pre-bid conference call on September 23, 2026 at 10:00 a.m. via Microsoft Teams. This is a two-step procurement: pre-qualification was required by September 16, 2026, and six of seven pre-qualified vendors attended the mandatory September 23 pre-bid webinar and remain eligible to bid (Baker Electric & Renewables LLC did not attend and is disqualified).
Bidders must hold a valid California State Contractor's License (Class C-10). The scope covers electrical services at John Wayne Airport performed through individual job orders rather than a single comprehensive project. Work is priced using the Construction Task Catalog with unit prices and contractor-provided adjustment factors applied to base prices. The contract term is one year from commencement or until the $1,000,000 maximum contract amount is exhausted, whichever occurs first. No minimum work volume is guaranteed.
The estimated contract value is $1,000,000. Bid security equal to 10% of the total bid amount is required (certified check, cashier's check, cash, or bidder's bond). Performance and payment bonds, each equal to 100% of the contract amount, are required at award, with 14 days allowed for bond provision. The contract is subject to California prevailing wage requirements under Labor Code Section 1773 and Labor Code Section 1725.5 registration; electronic payroll records must be submitted to the Labor Commissioner after award. Liquidated damages range from $500 to $10,000 per day depending on job order price, where applicable.
Questions are due by 2:00 p.m. on September 28, 2026. All bids must be submitted electronically through the County's OpenGov eProcurement Portal by 2:00 p.m. on October 2; no public bid opening is scheduled. Bidding support is available through procurement-support@opengov.com or https://help.procurement.opengov.com/en/.
