About this opportunity

The City of Chula Vista, California is soliciting bids on an indefinite delivery/indefinite quantity Job Order Contract for general surfacing improvements, with bids due September 30, 2026 at 2:00 p.m. through PlanetBids. This is a prevailing wage and Project Labor Agreement (PLA) project with mandatory union compliance and local hire requirements.

The contract encompasses forty-eight line items covering asphalt pavement removal and replacement, curb ramp installation, sidewalk repairs, traffic detection loops, pavement markings, tree services, utility adjustments, and related surface improvements throughout the city's right-of-way. Bidders must hold a Class A General Engineering Contractor license or the combination of C-8 (Concrete), C-10 (Electrical), and C-32 (Parking and Highway Improvement) licenses; traffic control plans require A or C-31 licensure. Work must commence within fifteen days of task order issuance and comply with the 2021 Greenbook, San Diego Regional Standard Drawings (November 2022), Caltrans Standard Plans (2023), and the 2026 California Manual on Uniform Traffic Control Devices. All contractors must use the City's internet-based Virtual Project Manager construction management and labor compliance software at no cost.

The contract guarantees a minimum value of $5,000 per task order with a maximum potential value of $20 million over 36 months (or five years from execution, whichever occurs first). Bidders submit two adjustment factors—one for Normal Working Hours and one for Other Than Normal Working Hours—applied to the City's pre-established Unit Price Book; the apparent low bidder is the contractor with the lowest Composite Adjustment Factor meeting all requirements. The three lowest bidders must submit original documents to the City Engineer within three working days of bid opening.

Contractors must provide surety certification of performance and labor/material bond capacity equal to the full project budget, valid insurance, DIR registration, and active California contractor licensing throughout the contract term. The PLA mandates a 50 percent local hire goal (with Tier 1 priority for City residents), a 30 percent disadvantaged worker participation goal, and a one-apprentice-per-four-workers ratio. Work at major intersections and commercial/medical entries is restricted to 10:00 p.m. to 6:00 a.m.; school-zone work is limited to 9:00 a.m. to 2:30 p.m. during school sessions. Liquidated damages apply for schedule overruns.
