The contractor shall use the City's internet-based Virtual Project Manager (VPM) construction management software and labor compliance software at no cost, with all associated labor and equipment costs included in the unit prices. All materials are subject to inspection and testing by the City Engineer, with a fifteen working-day review period for submittals required before materials can be used. The City reserves the right to increase or decrease unit quantities without adjusting contract unit prices. The contractor is responsible for providing storage, staging, and stockpiling areas outside the right-of-way and must comply with all NPDES dust control requirements and storm water pollution prevention best management practices. Work in school zones during school sessions is restricted to 9:00 a.m. to 2:30 p.m., and all construction must be completed during scheduled school breaks. Work at major intersections and commercial/medical facility entries must occur during Other Than Normal Working Hours (OTNWH) between 10:00 p.m. and 6:00 a.m. unless otherwise approved. The contractor must obtain City approval for traffic control plans before commencing work, provide a critical path method baseline schedule within fifteen days of task order execution, and submit monthly schedule updates with payment applications. Liquidated damages apply if work is not completed within the specified number of working days; failure to meet schedule requirements may trigger recovery schedule demands at the contractor's expense with no additional City compensation.
