About this opportunity

The State of Missouri, Office of Administration, Division of Facilities Management, Design and Construction, is requesting quotations for janitorial services at two state-leased buildings in Lebanon under an RFQ with bids due October 23, 2026 at 2:00 PM Central Time. A non-mandatory but strongly encouraged building tour is scheduled for October 14, 2026 at 10:00 AM at 1310 East Route 66.

Services are evening janitorial work performed five days per week between 6:00 PM and 12:00 AM, Monday through Friday, excluding state holidays, at two locations: 1310 East Route 66 (approximately 4,980 square feet, serving the Department of Corrections and Board of Probation and Parole with 14 full-time employees and 75 weekly visitors) and 2639 South Jefferson Avenue (approximately 13,464 square feet, serving multiple state departments with 51 full-time employees and 100 weekly visitors). The scope includes comprehensive daily, weekly, monthly, and semi-annual cleaning tasks — restroom sanitation, floor maintenance, carpet cleaning, and specialized services such as window cleaning and construction cleanup upon request. Contractors must furnish all equipment, supplies, and materials.

Pricing is firm, fixed price per square foot per month. The incumbent, Retherford Cleaning Service, currently receives $0.27 per square foot for the Route 66 building and $0.16 per square foot for the Jefferson Avenue building.

Minimum qualifications require two consecutive years of successful janitorial experience for office buildings of at least 4,900 square feet, and a working supervisor/contact person residing within 45 miles of the facilities. All contractor employees are subject to fingerprint-based background checks through the Missouri State Highway Patrol and must obtain state-issued contractor identification badges prior to beginning work. Vendors must be registered in MissouriBUYS in "Approved" status to be considered for award.

The contract runs one year from the effective date of award, with the state holding options to renew for three additional one-year periods. The state reserves the right to assess liquidated damages for substandard or incomplete services. Invoicing and payment are due within 45 calendar days of valid invoice receipt.
