Pinellas County Certified Small Business Enterprises submitting within the first five business days receive preference; those submitting after that period receive a five percent price preference.

The scope encompasses routine scheduled cleaning, floor maintenance, supply distribution and inventory of paper products and soaps, trash removal, restroom sanitization, and high-touch surface disinfection across approximately 23,202 square feet at five locations: the Administration Building (14,200 sq ft), Scalehouse (2,076 sq ft), IWTF (1,364 sq ft), HHW (2,800 sq ft), and Maintenance (2,762 sq ft). All work must comply with International Sanitary Supply Association cleaning standards. The contract term is 60 months from award, with optional extensions of two additional 12-month periods at the County's discretion subject to written agreement and County Administrator approval. Unit pricing must be quoted monthly for each facility location and remain firm throughout the contract duration. Pricing adjustments may be requested annually after the first 12 months based on the U.S. Bureau of Labor Statistics Consumer Price Index or Producer Price Index, not to exceed the relevant index change.

The contractor must maintain current liability insurance with minimum combined single limit of $1 million, workers' compensation insurance at Florida statutory limits, business automobile insurance at $1 million, and crime/fidelity insurance at $100,000.
