About this opportunity

The City of Fort Worth is requesting bids on an agreement to supply bulk chemicals for the Water Department on an as-needed basis under ITB Reference #26-0231, with bids due July 30, 2026. A local-vendor preference under Section 2-14 of the Fort Worth Code of Ordinances applies: Fort Worth–based bidders whose bids fall within 3 to 5 percent of the lowest bid may be awarded if that lowest bid originates outside the municipality and the local bidder offers the best combination of price and other economic benefits. To qualify, bidders must maintain a principal place of business within Fort Worth city limits, generate more than 50 percent of estimated worldwide gross company sales from Fort Worth operations, and document Fort Worth resident employees and ad valorem taxes paid to the city.

Bidders must supply non-exclusive agreements for water treatment chemicals including anhydrous ammonia, hydrofluosilicic acid, liquid oxygen, cationic polymers, ferric chloride, calcium hypochlorite, hydrated lime, and bulk liquid chlorine to five delivery locations: Eagle Mountain WTP, Rolling Hills WTP, North & South Holly WTP, Village Creek Water Reclamation Facility, and Westside WTP. Vendors must demonstrate a minimum of five years of continuous experience supplying water treatment chemicals and maintain a full-time permanent business address. Standard delivery is required within five business days of request; emergency delivery within 24 hours is possible. All chemicals must meet AWWA and NSF/ANSI/CAN standards for drinking water treatment, with certification documentation required for each shipment. Unit prices must include delivery, fuel, and handling with no additional costs accepted by the City. Vendors must maintain minimum $5 million in public liability and property damage insurance and comply with Federal Risk Management Plan requirements for hazardous materials.

Payment terms are Net 30 days based on certified weight tickets and analysis certificates. Price adjustments may be requested annually at contract renewal with 90 days advance notice and supporting cost documentation. The contract includes a hold-over provision of up to 90 days upon expiration. Bids will be evaluated on a lowest responsive and responsible bidder basis; the City reserves the right to award to multiple vendors, reject any or all bids, and award based on individual items, combinations, or overall bid as deemed in its best interest.
