An Alaska Bidder Preference of 5% applies to qualified bidders holding a current Alaska business license; Alaska Veteran Preference (5%, not to exceed $5,000) and Alaska Military Skills Program Preference (2%, not to exceed $5,000) may also apply.

The scope encompasses 19 lots of lubricating products including diesel engine oils, gear oils, hydraulic oils, marine oils, synthetic oils, and greases in package sizes ranging from 4-ounce containers to 100-gallon bulk quantities. Deliveries serve AMHS terminals and repair facilities; the contractor must ensure timely delivery without disrupting ferry operations and maintain adequate inventory at each location. Products must be compatible with current Chevron offerings. The contractor must provide 24/7 technical support from a qualified lubricant engineer at no additional cost and assume responsibility for contamination, spill cleanup, and empty drum removal. Bidders must specify guaranteed delivery timeframes for each location and identify any additional fees for demurrage and emergency delivery.

The estimated contract value is $1 million. The contract term runs from award through August 31, 2027, with the State retaining options to renew for up to four additional one-year terms on identical terms and conditions. Payment is due within 30 days of receipt of goods or proper invoicing. The contractor must carry Commercial General Liability Insurance ($1 million per occurrence / $2 million aggregate) and Pollution Liability Insurance ($1 million per occurrence), with the State as additional insured. Contract price adjustments may be requested based on the Producer Price Index for Lubricating and Similar Oils effective 30 days after written request, with no retroactive adjustments. Bid evaluation completion and Notice of Intent to Award are scheduled for September 4, 2026, with contract award anticipated September 14, 2026. Bidders must register with Procurement Officer Kaiden Ward to receive amendments.
