Pricing must be submitted on a firm, fixed-price basis not subject to escalation and shall include all costs. The contract term is one year from Notice to Proceed with four optional one-year renewal periods; automatic renewal occurs unless nonrenewal notice is given at least 90 calendar days before each anniversary date. Award will be made to the lowest responsive and responsible bidder on total evaluated price.

The successful bidder must provide Performance and Payment Bonds (100 percent and 50 percent of contract price, respectively) or Letters of Credit within five business days of contract execution. Commercial general liability insurance is required at $1 million occurrence/$1 million aggregate; automobile liability at $500,000/$1 million bodily injury and $100,000 property damage; and workers' compensation coverage. All bids must remain valid for 120 calendar days from the due date.

Written questions were due August 6, 2026 at 1:00 PM, with answers posted August 12. Clarifications and Answers No. 1 confirmed that a bid bond is required. No pre-bid meeting will be held.
