About this opportunity

The City of Beverly Hills is soliciting proposals for ISO fire hydrant testing and data collection services covering approximately 984 hydrants (70% of the city's total 1,388 hydrants within Beverly Hills' boundaries and the City of West Hollywood's served distribution area), with proposals due September 10, 2026 at 2:00 p.m. via PlanetBids and an anticipated award date of October 20, 2026.

Testing must comply with AWWA/ISO standards and determine water supply availability for fire suppression across five pressure zones: Zone 3 (approximately 288 hydrants), Zone 4 (approximately 397 hydrants), Zone 6 (approximately 230 hydrants), Zone 13 (approximately 20 hydrants), and Zone 15 (approximately 49 hydrants). Results must be recorded and maintained in a format compatible with the city's Geographical Information System (GIS). The contractor must establish an online web-based or cloud-based database for hydrant information with continued city access and software licensing, and prepare a final report integrating all fire flow data collected with calculations. The city will perform flow testing on the remaining 30% of hydrants (approximately 404) and will assist with identified maintenance such as painting, valve repairs, and nozzle replacements.

The contract term runs through March 31, 2028, with potential extensions for two additional one-year terms upon written approval from the City Manager. Work must commence in November 2026 and be completed by March 31, 2028. The city's goal is to complete all fire flow testing prior to March 2028. Traffic control and resident notification during testing are included in scope. Prevailing wage compliance under California Labor Code sections 1770 et seq. is required. Contractors must submit unit price fee proposals with a total not-to-exceed amount, reimbursable expense itemization, warranty descriptions, detailed qualifications, prior project experience, service descriptions, and phasing plans. Insurance requirements include Comprehensive General Liability ($2,000,000 per occurrence), Comprehensive Vehicle Liability ($1,000,000 per occurrence), Workers' Compensation, and Professional Liability ($1,000,000 per claim).
