About this opportunity
The State of Illinois Chief Procurement Office is soliciting for Adobe Products under a small purchase with sole source conditions, with proposals due June 24, 2026.
This is a sole source procurement, which restricts competition to a single vendor or a narrow class of vendors justified by the source requirements. The attached Standard Terms and Conditions document governs the contract and specifies key administrative and legal requirements applicable to all Illinois state agency contracts: payment under the Illinois Prompt Payment Act, prevailing wage requirements for applicable service categories, invoicing deadlines of July 31 for services rendered through June 30, audit retention of three years from final payment (five years if federal funds are used), general commercial liability insurance of $1 million per occurrence with $2 million annual aggregate, auto liability coverage of $1 million per occurrence, and workers' compensation insurance as required by law. The State reserves the right to terminate for convenience with thirty days' notice, for cause immediately if vendor performance jeopardizes health or safety, or without penalty if appropriated funds become unavailable. All work products are deemed work for hire with exclusive ownership vesting in the State.
Vendors must comply with the Standard Illinois Certifications document, which establishes 34 mandatory compliance requirements covering educational loan defaults, pension restrictions, legal entity status, collective bargaining obligations, criminal history, conflict of interest, tax compliance, environmental compliance, procurement ethics, drug-free workplace, non-discrimination, intellectual property, and cybersecurity clearance. Certification is required by contract execution with annual recertification by January 1 for contracts exceeding one year. Subcontractors must also comply and be included in all subcontracts. Misstatements or non-compliance may result in contract voidance, suspension, debarment, denial of payment, civil fines, or criminal penalties.
