About this opportunity
The Connecticut Department of Administrative Services (DAS) Construction Services division is soliciting sealed bids for construction services to immediately expand in-ground cremated remains burial plots at Middletown Veterans Cemetery (MSVC), 197 Bow Lane, Middletown, Connecticut, under solicitation 2620BIC307, with bids due August 31, 2026 at 10:00 a.m. EDT.
The project is subject to prevailing wage requirements and does not involve federal financial assistance, Build America Buy America Act compliance, or a Project Labor Agreement. SBE participation goals are set at 8.63 percent and MBE participation goals at 3.19 percent. Bids exceeding $1,000,000 require current DAS prequalification certification in the appropriate Class of Work; failure to submit the prequalification certificate by bid opening or within two business days thereafter results in automatic bid rejection. For designated subcontractor classes exceeding $100,000 (Electrical, HVAC, Masonry, Plumbing, Environmental Remediation, and Hazardous Materials Abatement), named subcontractors must be identified in Table 2.7 with signed statements confirming direct communication with the bidder.
The scope involves cemetery construction to expand burial plot infrastructure with detailed specifications for site preparation, drainage, soil composition, and finishing per Connecticut Department of Veterans Affairs standards. All drawings and specifications are made available only to qualified general contractors who complete Round 1 and attend a mandatory meeting.
The project follows a two-round bidding process. Bidders must submit a lump-sum base bid accompanied by a Standard Bid Bond (for bids exceeding $50,000), Certificate of Authority, General Contractor Bidder's Qualification Statement (notarized, with resumes of supervisory personnel, architect or owner reference letters for comparable past work, and project history), and Campaign Contribution Certification. Bids between $500,000 and $1,000,000 must include completed Additional Information Questions. The selected contractor must commence work within fourteen calendar days of receiving Notice to Proceed, achieve substantial completion within 120 calendar days, and complete work acceptance within an additional 90 calendar days. Liquidated damages are $1,328.00 per day beyond substantial completion and $812.00 per day beyond the acceptance period.
Comprehensive insurance requirements include Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Owner's and Contractor's Protective Liability ($1,000,000), Automobile Liability ($1,000,000 combined single limit), Workers Compensation at statutory limits, and Builder's Risk equal to project value with a $25,000 deductible. Payment terms are Net 30 Days. Bid validity is 90 calendar days after bid opening. Questions are due August 17, 2026 at 10:00 a.m. EDT.
