About this opportunity

The State of Wisconsin Investment Board (SWIB) is soliciting responses through an Investment Operations Consultancy Questionnaire to establish a pre-qualified vendor pool for ad-hoc contractor services supporting short-term staff augmentation projects. This is an open, continuous solicitation with no specified submission deadline, remaining available to all vendors meeting the established criteria. SWIB seeks organizations with demonstrated expertise in investment operations, fund accounting, performance and benchmarking, data governance, and business resumption services, capable of supporting both alternative investments (private equity, real estate, private debt, hedge funds) and public market operations, including post-trade processing, corporate actions, derivative operations, securities lending, treasury management, valuation, and asset allocation. Qualified vendors must have minimum two years in business, with company division leaders possessing at least ten years of investment management industry experience and at least ten prior investment management engagements; individual contractors must have minimum five years of investment management industry experience and hold a bachelor's degree in accounting, finance, business, management, economics, or a related field, with certifications such as CPA, CFA, CAIA, CIPM, or CBCP potentially preferred or required. Firms or relevant divisions must derive greater than fifty percent of revenue from investment management firm engagements and maintain documented track records of at least five engagements with investment management firms within the preceding twenty-four months. Required deliverables include submission of current rate cards outlining contractor-level pricing, execution of SWIB's template Master Services Agreement without modification, certificates of insurance demonstrating workers' compensation, commercial general liability of at least $2 million, professional liability of at least $5 million, and cyber liability of at least $5 million, business good standing certificates, and completed due diligence questionnaires. Engagements may be conducted on-site at SWIB's Madison, Wisconsin location, fully remote, or hybrid arrangements at SWIB's discretion.

This solicitation contains no identified set-aside designations for disadvantaged enterprises or restrictions on organizational type; however, all vendors must comply with E-Verify employment eligibility verification, pass background checks, maintain relevant industry certifications, and disclose any litigation, regulatory investigations, audits, customer or employee claims, conflicts of interest, insurance claims, or indemnification claims from the preceding calendar year. All submission materials become public records subject to Wisconsin's Public Records Law unless properly identified and exempted, and vendors must execute a Public Records Acknowledgement indicating whether their submission includes materials believed exempt from disclosure. The Master Services Agreement establishes an effective date of January 1, 2026, with no specified end date, allowing either party to terminate with thirty-day written notice; SWIB may terminate individual Statements of Work with ten days' notice. Compensation is structured through fee schedules in each SOW based on current rate sheets, with SWIB paying invoices within thirty days and reserving the right to withhold up to ten percent as a performance holdback. No specific budget ranges or award values are identified in the solicitation materials, as this questionnaire is designed to establish a flexible, pre-qualified vendor roster available for engagement on as-needed basis rather than a single-award procurement. All response costs are borne by vendors, and SWIB reserves the right not to procure services from the resulting vendor pool if it determines the process does not meet project requirements.
