About this opportunity

Austin Transit Partnership is requesting qualifications for an investment advisor to provide non-discretionary portfolio management services for its operating and anti-displacement funds, with SOQs due September 18, 2026, at 2:00 p.m. Central Time. Amendment I, effective September 10, shifts the deadline one day later and requires offerors to acknowledge receipt of the amendment before submission or face rejection.

The advisor must be registered with the Securities and Exchange Commission and the Texas State Securities Board and must comply with Texas Government Code Chapter 2256 and ATP's Investment Policy. ATP currently manages over $500 million in funds comprising an Operating Fund and Anti-Displacement Fund, with additional Debt Service Funds and Debt Service Reserve Funds anticipated. The selected consultant will provide non-discretionary advisory services only; ATP retains a third-party custodian for all securities held in ATP's name on a delivery-versus-payment settlement basis. The advisor must demonstrate extensive fixed-income securities experience and adhere to the Prudent Expert standard.

The base contract term is five years with options to extend for up to two additional one-year terms. Anticipated award is October 2026. Pricing will be negotiated after selection and does not factor into the qualification evaluation. Funding derives from local sources, principally Proposition A contract revenue from property taxes enacted in 2020.

Evaluation is scored at 100 points: Company Background and Personnel (15 points), Investment Management Approach and Discipline (30 points), Accounting and Reporting (25 points), and Company Experience and References (25 points). SOQ submissions are limited to 25 pages, with the Executive Summary Letter included within that limit; RFQ forms, resumes, organizational charts, and required certifications are excluded. Reference information must include client name, address, contact phone, tenure length, and types of services provided for client references; comparable public fund clients require name and tenure only. Questions are due before the September 18 deadline; no pre-bid conference is scheduled. Procurement contact: Joshua.Chronley@atptx.org.
