About this opportunity
The Massachusetts Probation Service, a department of the Massachusetts Trial Court, is requesting proposals for an Investigations Tracking System (ITS) to support investigation operations, with proposals due September 18, 2026. The system must streamline case tracking, documentation, reporting, workflow management, and data retention while maintaining security and compliance with legal requirements for confidential and sensitive investigation information.
The scope requires a secure, efficient, and user-friendly platform capable of handling investigation workflows, data retention, and operational reporting. The system must integrate with existing infrastructure and comply with applicable state and federal data protection, confidentiality, and records-management standards. Vendors must demonstrate technical capability, security protocols, user interface design, integration capabilities, implementation timelines, training and support, and ongoing maintenance delivery.
Evaluation criteria emphasize system functionality, security compliance for handling confidential investigative data, user interface design, integration capabilities, and vendor qualifications, with scoring methodologies and weighted evaluation categories applied across proposal components. Vendors must submit a completed Vendor Acceptance Form acknowledging receipt of all contract documents, addenda, and specifications, and agreement to contract terms and conditions.
All communications regarding the solicitation are restricted to official channels — written questions during designated periods or attendance at authorized bidders' conferences — under a No Contact Policy that applies throughout solicitation, evaluation, and award phases. Unauthorized contact may result in disqualification.
Contracts are governed by Commonwealth of Massachusetts IT Terms and Conditions, which establish the highest priority in the contract hierarchy, followed by the Standard Contract Form and RFP. The Commonwealth compensates only for performance delivered and accepted by the department, subject to appropriations. Payment is made within forty-five days of invoice receipt. Contractors must maintain records for a minimum of six years following final payment. The Commonwealth may terminate or suspend contracts without cause, upon material breach, due to appropriation elimination, or in case of unforeseen public emergencies. Liability is capped at the greater of $100,000 or two times total contract value for standard claims, and the greater of $250,000 or five times total contract value for data breaches, excluding indemnification obligations.
A prompt-pay discount structure rewards early submission, with maximum discounts available to vendors meeting earlier deadlines.
