About this opportunity
The County of San Mateo is requesting proposals for an Interface Engine (V6.2026) web-based SaaS application to replace its current NextGen Connect integration engine, with proposals due August 28, 2026 at 2:00 PM. A local business and non-profit preference applies to entities headquartered in San Mateo County.
The scope includes a subscription Integration Engine application supporting HL7v2, HL7v3, X12, CSV, and other data formats; modern API capabilities; Active Directory and SAML 2.0 user management with two-factor authentication; FHIR data repository functionality; both on-premises and cloud-based offerings; and file transfer protocols including SFTP, SharePoint, AWS S3, and Azure Blob. The application must enable seamless data exchange among Electronic Health Records (EHRs) and third-party applications, with interoperability requirements including FHIR R4/R5 standards, HL7, DICOM, claims and clinical data formats, and integration capabilities with external agencies such as CAIR, CDC, and state public health systems.
Security and compliance requirements are extensive: role-based and task-based access controls, comprehensive audit trails, multi-factor authentication, HIPAA/HITECH compliance, data encryption at rest and in transit, and for SaaS providers, Service Level Agreements with specified uptime metrics, disaster recovery plans with geographic redundancy, US-based data centers, and third-party security audit certifications.
The initial contract term is three years with one optional extension not to exceed two additional years, exercisable at the County's sole discretion with 30 days' written notice. Pricing is not specified in the RFP; pricing will be evaluated as part of the technical proposal.
Proposers must demonstrate implementation experience in California Safety Net public hospitals with Epic EHR systems. All employees performing work must be located in the United States, possess current background security clearances, and complete yearly security awareness training. Vendors must carry comprehensive general liability insurance ($1 million), motor vehicle liability insurance ($1 million), professional liability insurance ($1 million), and cyber liability insurance ($5 million/$1 million). Questions are due July 22, 2026 at 2:00 PM. Interviews are tentatively set for September 14, 2026, with an anticipated award date of December 8, 2026.
