About this file

This is a Supplemental Questionnaire for San Mateo County's Interface Engine (V6. 2026) procurement. The document outlines comprehensive technical and operational requirements that vendors must address across multiple service categories including implementation, training, documentation, and support services. The questionnaire requires vendors to detail their implementation strategy and conversion approach, integration engine solutions, expected implementation timeline with capability to begin within 30 days of contract approval, and cloud-based SAAS data center location with appropriate certifications such as HITRUST or SOC compliance. Additionally, vendors must describe training programs for both implementation teams and end users, post-implementation education services available through various media formats, and Service Level Agreements for support services with defined response and resolution times. The questionnaire also mandates detailed descriptions of problem reporting procedures, escalation processes, software update delivery methods, and user community engagement strategies.

The technical architecture section requires vendors to confirm support for cloud-based scalable SAAS web applications with redundant load-balanced platforms and compatibility with industry-standard reporting tools. Security requirements are extensive and include role-based access controls, task-based and object-based user authorization, comprehensive audit trails, Active Directory and LDAP support, multi-factor authentication capabilities, HIPAA/HITECH compliance, and data encryption at rest and in transit. For SaaS providers, the questionnaire mandates detailed Service Level Agreements with specified uptime metrics, disaster recovery plans with geographic redundancy, data center locations within the United States, third-party security audit certifications, and breach response protocols. Interoperability requirements include support for FHIR R4/R5 standards, HL7, DICOM, claims and clinical data formats, and integration capabilities with external agencies such as CAIR, CDC, and state public health systems.
