About this opportunity
Northern Arizona Intergovernmental Public Transportation Authority (Mountain Line) intends to release a Request for Proposals (RFP) for an Operational Assessment and Five-Year Transit Plan Update, targeting a task-order based contract focused on addressing system performance challenges in Flagstaff's public transit network. The procurement aims to develop a comprehensive assessment that recommends a phased bus system redesign to improve service efficiency, on-time performance, and increase ridership, with a strategic goal of nearly doubling service hours over the next five to ten years. The selected vendor will be required to deliver a detailed operational assessment that aligns with a voter-approved ballot measure funding increased transit service frequency, extended service hours, and broader service coverage. The solicitation is expected to be released in early September 2025, with a project kickoff scheduled for mid to late November 2025, and a proposal due date of October 31, 2025. Interested vendors must register on Mountain Line's website (https://mountainline.az.gov/services-programs/purchasing/) to receive direct RFP notifications, with the complete RFP available at https://mountainline-az-gov.bonfirehub.com/.
While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the procurement notice, Mountain Line reserves the right to evaluate proposals based on the most advantageous response to the agency. The procurement is structured to be inclusive and competitive, with Mountain Line maintaining flexibility to waive informalities and cancel the solicitation if necessary. No specific budget range or award value is disclosed in the current notice, though the scope suggests a significant project involving comprehensive transit system analysis and strategic planning. The contract will require formal board approval and must be properly executed according to Mountain Line's Purchasing Policy. Vendors should be prepared to demonstrate expertise in public transportation system assessment, strategic planning, and the ability to develop a phased approach to service expansion that meets the specific needs of Flagstaff's transit infrastructure.
