About this file

This is a Public Notice of Intent to Procure issued by the Northern Arizona Intergovernmental Public Transportation Authority (Mountain Line), a political subdivision of the State of Arizona, dated August 15, 2025. Mountain Line intends to release a Request for Proposals (RFP) for an Operational Assessment (OA) and Five-Year Transit Plan Update structured as a task-order based contract. The project will address known system challenges related to performance concerns and identified gaps while delivering on a voter-approved ballot measure that funds increased frequency, longer service hours, and broader service coverage throughout Flagstaff. The solicitation is expected to be released in early September 2025 with project kickoff scheduled for mid to late November. The operational assessment must recommend a phased bus system redesign to improve service efficiency, on-time performance, increase ridership, and address known challenges, with the goal of nearly doubling service hours over the next five-to-ten years.

The project is funded through a voter-approved ballot measure that specifically supports expanded transit services. Interested vendors must register on the Mountain Line website to receive the RFP directly, as the agency will not email copies or notifications of addenda. The complete RFP will be available at the specified BonfireHub website upon release. Mountain Line reserves standard rights to cancel the solicitation, waive informalities, and award contracts based on the most advantageous response. The procurement is governed by Mountain Line's Purchasing Policy, and any contract must be properly executed by Mountain Line, including formal Board approval when required.
