About this opportunity

The University of North Carolina at Chapel Hill is requesting proposals for a commercially available institutional biorepository management platform with proposals due August 21, 2026 and written questions due July 24, 2026. The University explicitly seeks an existing, production-ready solution and will not consider proposals for custom design or development.

Vendors must be registered as a North Carolina supplier in good standing and submit offers electronically via the North Carolina electronic Vendor Portal (eVP). The platform must integrate with multiple existing University systems including iLab, IRBIS, OnCore, Veeva, Epic/EHR, and TRACS. Security and compliance capabilities are decision-critical: the platform must support HIPAA compliance, role-based access controls, audit trails, and 21 CFR Part 11 compliance where applicable. The University will conduct security and compliance reviews including SOC 2 Type II certification, ISO risk assessment, data governance reviews, and institutional privacy office reviews before contract award.

The scope requires a secure, scalable system capable of supporting diverse biorepository workflows across campus while maintaining regulatory compliance and interoperability with existing research systems. The platform must demonstrate flexibility to support unique requirements of individual repositories and research programs.

The resulting contract will have an initial term of three years from the effective date with the University holding the option to renew for up to seven additional one-year terms at its sole discretion. The University will provide written notice of intent to renew no later than sixty days before the end of each term. The contract may be extended to other University of North Carolina System institutions at their discretion under the same terms and conditions.

The University will use a trade-off method of source selection to award to the vendor providing the best value, considering conformance to specifications, total cost of ownership, vendor schedule and implementation plan, reference strength, past performance, and associated risks. Finalists will be selected by September 4, 2026, followed by interviews, oral presentations, and product demonstrations at dates to be determined. A public virtual meeting to announce responding vendors is scheduled for August 21, 2026 at 2:00 PM ET.
