About this opportunity
The Connecticut Department of Correction is soliciting bids under solicitation DOC27GS0003AA for the design, installation, testing, and activation of an impressed current cathodic protection (ICCP) system on two 500,000-gallon welded steel water storage tanks at Osborn Correctional Institution, with a mandatory pre-bid meeting on October 28, 2026 at 10:00 a.m. and bids due November 4, 2026. Bidding is open to all vendors. Prospective bidders must complete the DOC security clearance form before the pre-bid meeting, or attendance will not be permitted, and all contractor personnel must obtain background clearance at least ten business days before facility admission.
Vendors must be established, authorized distributors for a minimum of one year and provide written confirmation of that distributorship from the manufacturer. All equipment must be new, latest model in current production; used, refurbished, or discontinued models are unacceptable. Testing and activation proceed under the direction of a NACE/AMPP Certified Corrosion Specialist.
The required system includes two rope anode assemblies with non-metallic floats, two reference electrodes, two rectifier units with automatic potential control, and underwater gland seals, protecting exposed or uncoated steel in the submerged portions of the tanks with a minimum service life of 20 years. The vendor performs installation, while welding of internal tank components is performed by others. Deliverables include a final installation report, an Operation and Maintenance manual, one warranty field survey one year after installation, and a two-year defect guarantee from successful startup at no cost to the agency.
The solicitation does not disclose a contract value. Exhibit B provides a price schedule template with line items for project management and technical direct support, CP design per tank, installation per tank, one-year inspection per tank, and CP materials. Pricing must be firm and net, with delivery prepaid F.O.B. Destination, and payment is Net 45 following delivery and service completion. Delivery occurs Monday through Friday, 8:00 a.m. to 2:00 p.m., excluding state holidays. Work is performed at 335 Bilton Road, Somers, in Hartford County.
Kelly Godreau, buyer, is the point of contact at 860-692-7672 or Kelly.Godreau@ct.gov. Security clearance forms are submitted to DOC.Collect1@ct.gov by fax or by email with scanned copies.
