PLEASE MAKE SURE ALL SECURITY CLEARANCE FORMS HAVE BEEN SUBMITTED FOR EVERYONE PLANNING TO ATTEND AS SOON AS POSSIBLE. YOU WILL NOT BE ABLE TO ATTEND THE WALKTHROUGH WITHOUT PRIOR SECURITY CLEARANCE.
SCOPE:
The Department of Correction (DOC) is requesting bid proposals for an impressed current cathodic protection (ICCP) system on the Osborn North and Osborn South water storage tanks, 2- 40’ X 46’ 500,000-gallon welded steel tanks. The ICCP system will work to protect exposed or uncoated steel surfaces within the submerged portions of the tank.
The vendor will provide technical expertise, design, materials, installation assistance, testing and activation of an impressed current cathodic protection system for Osborn North and South water storage tanks. The system will be designed to provide a minimum service of 20 years, protecting exposed submerged interior steel surfaces.
TECHNICAL SPECIFICATION:
Design and Equipment Submittal:
The design will be an ice-free underwater cathodic protection system for the Osborn North and South Water Storage Ground Tanks. All system components will be installed below the tank’s designed water level to prevent ice damage. A two (2) rope anode assembly or approved alternate will be anchored to the wall above the floor and will free float with the use of non-metallic floats. Power to the ICCP systems will be provided through two (2) watertight gland fittings installed through the tank sidewall.
The equipment submittal will be approved by a National Association of Corrosion Engineers (NACE)/ AMPP Certified Corrosion Specialist for the proposed ICCP system. The submittal will include design calculations and a drawing showing design details for review and approval prior to procurement. Once approved, vendor will order all materials and submit a schedule for the work based on the manufacturer’s lead times. Comment by Newton, Tracey: Should the word – must be used instead? Comment by Newton, Tracey: must?
ICCP System Installation:
Vendor will provide installation of the proposed ICCP system on Osborn North and South tanks to include the internal tank anodes and hardware, reference electrode, rectifier, and associated hardware. Hardware to be welded onto the tank will be provided by vendor. Welding of anode support eye hooks inside of the tank, anode support bracket(s), sidewall gland penetrations, and other related welding work will be the responsibility of others to perform.
The ICCP system assemblies would be custom built. Fabrication of the anodes and overall length will be based on design calculations. The anode lead wires will be connected to a common header cable with a high molecular weight polyethylene insulation jacket. We anticipate that the tank will have two (2) permanent reference electrodes.
A single rectifier unit will be installed onto the base of each tank to power the internal anode assemblies. The rectifier will require a 120 VAC, single phase, 60 HZ circuit. AC power is to be provided by a separate dedicated breaker rated at 20-amps.
The cathodic protection systems’ will be certified in accordance with common engineering practices, NACE/ AMPP Standard Practice SP0388 and American Water Works Association Standard D104.
Following the installation of the ICCP system, testing and activation would be performed under the direction of a NACE/AMPP Certified Corrosion Specialist. A final installation report and Operation and Maintenance manual providing pertinent information on system will be provided by the vendor.
ICCP System Materials:
Specialty materials associated with the cathodic protection system will be provided. We anticipate the following equipment will be included:
• Rectifiers, two (2), automatic standard potential control and support brackets
• Rope anode assemblies with 1.5-mm dia. mixed metal oxide anode element
• Reference electrodes, two (2), magnetic mount
• Underwater gland seals, two (2), with 0.75-inch male NPT pipe coupling with plug
• Anode support eye hooks
• Support rope, ties, and miscellaneous connectors
First Year Annual Inspection:
Pricing has been provided to perform one (1) warranty field survey. The system would be installed, the tank filled, and the system tested with an acceptance report. The system would be turned off for 1-year and reenergized following the 1-year coating inspection anniversary.
