About this opportunity
The City of Sterling Heights, Michigan is requesting proposals for uninterruptible power system battery replacement, UPS equipment replacement, installation, and preventive maintenance services under RFP-SH26-012, with sealed proposals due November 10, 2026 at 2:30 p.m. via the Michigan Inter-governmental Trade Network (MITN) website. A public bid opening will occur thirty minutes after the deadline via Microsoft Teams, conference call, or in-person at City Council Chambers.
The scope spans three phases. Phase 1 requires furnishing and installing replacement batteries for seven existing UPS systems across multiple facilities (District Court, Community Center, Fire Station No. 5, and Senior Activity Center), including removal of existing batteries, verification of charging and battery status, site cleanup, and lawful recycling. Phase 2 requires furnishing, delivering, installing, configuring, testing, and commissioning six replacement UPS systems at the Library, Election Center, Public Works facilities, and City Hall with capacities ranging from 500 VA to 20,000 VA, including all rack-mounting or tower-installation hardware, input/output cords or adapters, communication cards, removal and lawful recycling of replaced equipment, and comprehensive documentation. Phase 3 establishes annual preventive maintenance for the City's complete UPS inventory across thirteen facilities, with separate annual pricing and renewal options.
Contractors must demonstrate at least three years of experience installing and maintaining commercial-grade UPS systems, provide manufacturer authorization or approval for proposed equipment, and submit at least three references from comparable projects completed within the past five years. All contractors must obtain workers' compensation, commercial general liability insurance with $1 million limits per occurrence, and automobile liability coverage, with the City named as additional insured thirty days prior to contract execution. Minimum warranties are three years for VRLA UPS units and one year for replacement batteries.
The contract term extends through May 1, 2028 with potential extension for multiple years thereafter. Price is not the determinative award factor; evaluation prioritizes technical compliance, equipment quality, contractor experience, implementation approach, total lifecycle cost, and maintenance support capabilities. Proposers must submit itemized pricing schedules separately from technical proposals, including executive summaries, product data sheets, work plans, preventive maintenance plans with sample reports, and warranty details.
