About this opportunity

The City of McKinney, Texas is soliciting sealed proposals for infrastructure improvements on Tennessee Street, Lamar Street, and Hunt Street (Project No. CO2409), with proposals due August 27, 2026 at 2:00 p.m. via the City's Bonfire portal or in person at City Hall.

The scope encompasses street reconstruction, utility relocations, drainage, water systems, sanitary sewer systems, and related site work. The Engineer's opinion of probable construction cost is $13,798,973.50. Contractors must comply with the North Central Texas Council of Governments Fifth Edition (2023) Public Works Construction Standards and prevailing wage rates ($14.80 to $36.10 per hour across classifications). Performance and maintenance bonds at 100% of contract price are required. The contractor may not subcontract more than 60% of labor for contract work. Outstanding right-of-way acquisitions and utility relocations have a clearance date of April 1, 2027; the contractor must coordinate operations around these pending activities.

Proposals will be evaluated on Offeror's Narrative Approach (20 points), Contractor and Subcontractor Qualifications (20 points), Proposal Price (40 points), and Proposed Schedule/Time to Completion (20 points). Award will be made to the lowest qualified, responsible offeror offering the best value under Texas Government Code Chapter 2269, Subchapter D. Liquidated damages for contractor delays range from $200 to $1,000 per day depending on contract value.

A 5% bid security bond is required with each proposal. Hard copies of contract documents are available from Johnson, Mirmiran & Thompson, Inc., for $250 per half-size set or $50 per flash drive; electronic copies are available from Bonfire. A non-mandatory pre-submittal conference is scheduled for August 4, 2026 at 1:00 p.m. via Webex. Monthly progress meetings, updated Gantt charts, and schedules with each monthly payment application are mandatory. The project requires compliance with traffic control, public safety, environmental protection, and coordination with adjacent construction and utilities.
