About this opportunity

The Almeda Corridors Redevelopment Authority (TIRZ #7) in Houston, Texas is requesting sealed proposals for supplemental lighting infrastructure improvements along Almeda Road between North MacGregor and Cleburne Street (approximately 1.5 miles), with proposals due September 11, 2026 at 1:00 p.m. CST. The project carries a mandatory 19 percent Minority, Women, and Small Business Enterprise (MWSBE) participation goal under City of Houston ordinances.

The scope encompasses furnishing and installing outlet boxes and electrical service connections for decorative and seasonal lighting; coordinating with CenterPoint Energy on the installation of additional power poles and transformers; installing outlet stub outs at tree bed locations, conduit, and wiring; coordinating with existing utilities; and restoring disturbed areas. Contractors must achieve substantial completion within 150 days of the work commencement date.

A non-mandatory pre-proposal meeting was held August 26, 2026 via Microsoft Teams. Project documents are available at no cost on CivcastUSA.com, where all prospective bidders must register to receive addenda notifications. Bids are evaluated on a multi-criteria scoring system: bid price (50 points maximum), contractor's past similar project experience (25 points), superintendent's experience (10 points), MWSBE participation (10 points), and safety record (5 points). The Authority reserves the right to select a proposer that does not submit the lowest bid price based on this scoring criteria.

A security deposit of 5 percent of the total bid amount must accompany each proposal as a bid bond or certified check. Cash allowances total $123,200 covering permits (NPDES, lane closure, FMO, and street cut) and miscellaneous costs. The successful bidder must provide performance bonds, statutory payment bonds, one-year maintenance bonds, one-year surface correction bonds, certificates of insurance, and comply with the City's drug policy and equal employment opportunity requirements. Liquidated damages apply for delays beyond the 150-day contract term.
